2. 1. At the end of the twelve-month period provided in regulation 4.3, any unliquidated obligations of the financial period in question relating to goods supplied and services rendered by Governments for which claims have been received or which are covered by established reimbursement rates shall be transferred to accounts payable; such accounts payable shall remain recorded in the special account until payment is effected.
١ - في نهاية فترة اﻹثني عشر شهرا المنصوص عليها في البند ٤-٣ تحول إلى حسابات الدفع أي التزامات غير مصفاة للفترة المالية ذات الصلة تتعلق بالسلع التي وردتها الحكومات أو الخدمات التي قدمتها، تكون قد وردت بشأنها مطالبات أو تكون مشمولة بمعدلات السداد المقررة، وتظل حسابات الدفع هذه مقيدة في الحساب الخاص إلى أن يتم الدفع.

" At the end of the twelve-month period provided in regulation 5.3 above, the then remaining balance of any appropriations retained will be surrendered.
" في نهاية فترة الاثني عشر شهرا المنصوص عليها في البند 5-3 أعلاه، يعاد الرصيد الباقي في هذا الوقت من أي اعتمادات كانت مستبقاة.

Regulation 5.4: At the end of the twelve-month period provided in regulation 5.3 above, the then remaining balance of any appropriations retained will be surrendered.

Those obligations shall remain valid for an additional period of four years following the end of the twelve-month period provided in regulation 5.3.
وتظل هذه الاعتمادات سارية لفترة إضافية مدتها أربع سنوات تبدأ بعد انتهاء فترة الاثني عشر شهرا المنصوص عليها في البند 5-3 من النظام المالي.

At the end of the twelve-month period provided in regulation 4.3, the then remaining balance of any appropriations retained will be surrendered.
4-4 في نهاية فترة الاثني عشر شهرا المنصوص عليها في البند 4-3، يعاد الرصيد المتبقي في هذا الوقت من أي اعتمادات كانت مستبقاة.

At the end of the twelve-month period provided in regulation 4.3, the then remaining unspent balance of any appropriations retained will be surrendered after deducting therefrom any contributions from States Parties relating to the financial period of the appropriations which remain unpaid shall be treated as a cash surplus as in regulation 4.3.
في نهاية فترة الاثني عشر شهرا المنصوص عليها في البند 4-3، يعامل الرصيد المتبقي غير المنفق في هذا الوقت مما يستبقى من أي اعتمادات كانت مستبقاة بعد خصم أي اشتراكات مقدمة من الدول الأطراف فيما يتصل بالفترة المالية للاعتمادات التي لم تنفق، باعتباره فائضا نقديا على النحو المنصوص عليه في البند 3-4.

4.4 At the end of the twelve-month period provided in regulation 4.3, the then remaining unspent balance of appropriations retained after deducting therefrom any contributions from States Parties relating to the financial period of the appropriations which remain unpaid shall be treated as a cash surplus as in regulation 4.3.
في نهاية فترة الاثني عشر شهرا المنصوص عليها في البند 4-3، يعامل الرصيد المتبقي غير المنفق في هذا الوقت مما يستبقى من اعتمادات بعد خصم أي اشتراكات مقدمة من الدول الأطراف فيما يتصل بالفترة المالية للاعتمادات التي لم تنفق، باعتباره فائضا نقديا على النحو المنصوص عليه في البند 4-3.
