Participants commented on the key role and contributions of UNESCO in advancing the debate on culture and development, notably by bringing into discussion linkages with cultural diversity and intercultural dialogue which were underlined in the UNESCO Universal Declaration on Cultural Diversity (2001) and related conventions.

The General Assembly might wish to endorse the UNESCO Universal Declaration on Cultural Diversity, which the UNESCO General Conference adopted on 2 November 2001 at its thirty-first session, and, in light of the conclusions of the World Summit on Sustainable Development (Johannesburg, 26 August-4 September 2002), to recommend that all Member States:

The indigenous cultural resources and values -- when managed with, by and for the well-being of the community -- represent the raw materials of sound and sustainable development " understood not simply in terms of economic growth, but also as a means to achieve a more satisfactory intellectual, emotional, moral and spiritual existence " (article 3 of the UNESCO Universal Declaration on Cultural Diversity).

Recommend that African Governments recognize in the constitutions the cultural and linguistic diversity of their States, including the rights of indigenous peoples and minorities, noting that article 4 of the UNESCO Universal Declaration on Cultural Diversity adopted on 2 November 2001 requires a commitment to respect the human rights and fundamental freedoms of these peoples;
