(a) Stepping up its efforts to reduce overcrowding, particularly through the wider application of non-custodial measures as an alternative to imprisonment, in the light of the United Nations Standard Minimum Rules for Non-custodial Measures (the Tokyo Rules);
(أ) تعزيز جهودها للحدّ من الاكتظاظ لا سيما عن طريق تطبيق تدابير غير احتجازية على نطاق أوسع كبديل للحبس مسترشدة في ذلك بالقواعد النموذجية الدنيا للأمم المتحدة بشأن التدابير غير الاحتجازية (قواعد طوكيو)؛

The Government of the Sudan should bring all places of detention under the control of the Prison Service, take the necessary measures to bring prison conditions into line with article 10 of the Covenant and with the United Nations Standard Minimum Rules for the Treatment of Prisoners, and cooperate with the international community and NGOs in this regard as appropriate.

4.5 With respect to the author's allegation of ill-treatment in prison, the State party contends that Mr. Potter relies on alleged violations of the United Nations Standard Minimum Rules for Treatment of Prisoners and that the Committee is only competent to examine alleged violations of the rights set forth in the International Covenant on Civil and Political Rights.
٤-٥ وفيما يتعلق بادعاء صاحب البلاغ بسوء المعاملة في السجن، تدفع الدولة الطرف بأن السيد بوتر يعتمد على انتهاكات مزعومة لقواعد اﻷمم المتحدة النموذجية الموحدة الدنيا لمعاملة السجناء وأن اللجنة مختصة فقط بالنظر في الانتهاكات المدعى بحدوثها للحقوق المنصوص عليها في العهد الدولي الخاص بالحقوق المدنية والسياسية.
