On 8 December 2000, at the conclusion of the first Decade, the General Assembly adopted resolution 55/146, which, inter alia, declared the period 2001-2010 the Second International Decade for the Eradication of Colonialism, and called upon Member States to redouble their efforts to implement the plan of action for the Second Decade, as contained in the annex to the report of the Secretary-General, document A/46/634/Rev.1 of 13 December 1991.

Mr. Yahya (Libyan Arab Jamahiriya) recalled that the General Assembly, in resolution 146/55, had declared the period 2001-2010 the Second International Decade for the Eradication of Colonialism and had called upon Member States to redouble their efforts to implement the plan of action contained in the report of the Secretary-General (A/56/61).
