للشعوب الأصلية الحق في أن تحتفظ بنظمها السياسية والاقتصادية والاجتماعية وتطورها، وأن يتوفر لها الأمن في تمتعها بأسباب رزقها وتنميتها بحرية في جميع أنشطتها التقليدية وغيرهــا من الأنشطة الاقتصادية.

98. In response to the concerns regarding duplication, a governmental representative and an indigenous representative proposed removing from the first part of the article the terms that were already contained in the first sentence of article 4, so that article 21 would begin as follows: " Indigenous peoples have the right to be secure in the enjoyment of their own means of subsistence and development .... "
98- ورداً على الشواغل فيما يتعلق بالازدواج، اقترح ممثل حكومي وممثل للسكان الأصليين أن تُحذف من هذه المادة العبارات الواردة بالفعل في الجملة الأولى من المادة 4، بحيث تكون بداية المادة 21 كما يل: " للشعوب الأصلية الحق في أن يتوافر لها الأمن بصدد تمتعها بوسائل كسب معيشتها وتنميتها ... " .
