V. Rights related to expulsion 21. The exercise of the right to expel brings into play the rights of the aliens being expelled and those of their State of origin.

147. The view was expressed that the status of long-term residents as well as aliens who had lost all or most of their interests in their State of origin or had acquired special interests in the expelling State needed a thorough examination.

30. Article 16, paragraph 7, provides for the right of migrant workers who are deprived of their liberty to communicate with the consular or diplomatic authorities of their State of origin or those of a State representing the interests thereof.
30- وتنص الفقرة 7 من المادة 16 على حق العمال المهاجرين المحرومين من حريتهم في الاتصال بالسلطات القنصلية أو الدبلوماسية لدولة منشئهم أو للدولة التي تمثل مصالح تلك الدولة.

67 - ومضى قائلا إن فكرة إمكان ممارسة الدولة الحماية الدبلوماسية لصالح عديمي الجنسية واللاجئين، وإن لم تكن تخلو من الأهمية من المنظور الإنساني، فإن هاتين الفئتين من الأشخاص يجب تناولهما في فقرتين مستقلتين، كما يجب أن يذكر بوضوح أنه لا يجوز ممارسة الحماية الدبلوماسية لصالح اللاجئين ضد دولتهم الأصلية.
