تحيط نيجيريا علما بالتوقيع على المعاهدة الجديدة لتخفيض الأسلحة الهجومية الاستراتيجية والحد منها بين الاتحاد الروسي والولايات المتحدة من أجل تحقيق مزيد من التخفيضات الكبيرة في أسلحتهما النووية الاستراتيجية والتكتيكية.

While taking note of the positive signals by the United States and the Russian Federation on their negotiations on the replacement of the Strategic Arms Reduction Treaty (START I), which is due to expire by the end of 2009, the Heads of State and Government urged them to conclude such negotiations urgently in order to achieve further deep cuts in their strategic and tactical nuclear weapons.
وإذ لاحظوا الإشارات الإيجابية الصادرة عن الولايات المتحدة والاتحاد الروسي فيما يتعلق بمفاوضاتهما حول استبدال معاهدة تخفيض الأسلحة الاستراتيجية (START-1) التي ينتهي العمل بها في نهاية 2009، حثوا هاتين الدولتين على اختتام هذه المفاوضات بشكل عاجل سعياً لتحقيق المزيد من التخفيضات الكبيرة في أسلحتهما النووية الاستراتيجية والتكتيكية.
