The minutes shall be provided promptly to all suppliers or contractors to which the procuring entity provided the solicitation documents, so as to enable those suppliers or contractors to take the minutes into account in preparing their tenders.
ويوفر المحضر فورا لجميع الموردين أو المقاولين الذين زودتهم الجهة المشترية بوثائق التماس العطاءات، وذلك لتمكين أولئك الموردين أو المقاولين من أن يضعوا المحضر في اعتبارهم لدى إعداد عطاءاتهم.

The purpose of including these provisions is to limit the possibility that qualified suppliers or contractors would be placed at a disadvantage or their tenders even rejected due to lack of clarity as to how the tenders should be prepared.

6. It is recognized that failures in automatic systems, which may prevent suppliers or contractors from presenting their tenders before the deadline, may inevitably occur.
6- ويُسلَّم بأنه قد لا يمكن اجتناب وقوع الأعطال في النظم الآلية، مما قد يمنع المورِّدين أو المقاولين من تقديم عطاءاتهم قبل الموعد النهائي.

The procedure is not compulsory on suppliers and contractors, so as not to force them to remain bound to their tenders for unexpectedly long durations -- a risk that would discourage suppliers and contractors from participating or drive up their tender prices.
وليس هذا الإجراء إجبارياً على المورِّدين والمقاولين، وذلك لعدم إكراههم على أن يظلّوا ملزَمين بعطاءاتهم لفترات طويلة على نحو غير متوقّع - وهي مخاطرة قد تثني المورِّدين والمقاولين عن المشاركة، أو قد تدفعهم إلى رفع أسعار عطاءاتهم.

3. It is recognized that failures in automatic systems, which may prevent suppliers or contractors from presenting their tenders before the deadline, may inevitably occur.
3- ويُسلَّم بأنه قد لا يمكن اجتناب وقوع أعطال في النظم الآلية قد تمنع المورِّدين أو المقاولين من تقديم عطاءاتهم قبل الموعد النهائي.

(3) The procuring entity may, in its absolute discretion, prior to the deadline for the submission of tenders, extend the deadline if it is not possible for one or more suppliers or contractors to submit their tenders by the deadline owing to any circumstance beyond their control.
)٣( يجوز للجهة المشترية استنادا إلى سلطتها التقديرية المطلقة أن تقوم، قبل حلول الموعد النهائي لتقديم العطاءات، بتمديد هذا الموعد، إذا لم يتمكن واحد أو أكثر من الموردين أو المقاولين، بسبب ظروف خارجة عن إرادتهم، من تقديم عطاءاتهم قبل انقضاء الموعد النهائي.

(1) (a) The procuring entity may ask suppliers or contractors for clarifications of their tenders in order to assist in the examination, evaluation and comparison of tenders.
)١( )أ( يجوز للجهة المشترية، بغية المساعدة في فحص العطاءات وتقييمها والمقارنة بينها، أن تطلب من الموردين أو المقاولين إيضاحات عن عطاءاتهم.

It was observed that the first stage of open framework agreements would involve the use of an open procurement method, the assessment of suppliers' qualifications, and the examination of their tenders or other offers against the terms and conditions, including specifications, of the procurement.
