Tajikistan is a Party not operating under Article 5 of the Protocol and is to be considered under agenda item 5 (b) (xxvii) with regard to its implementation of decision XIII/20 of the Thirteenth Meeting of the Parties.

The Meeting had also reminded Kazakhstan of the agreement of the Thirteenth Meeting of the Parties to monitor its progress with regard to phase-out and had cautioned the Party that, if it failed to meet its commitments, the Parties would consider measures consistent with item C of the indicative list of measures for the non-compliance procedure.
وذكَّر الاجتماع كازاخستان كذلك بما اتفق عليه الاجتماع الثالث عشر للأطراف من رصدٍ لما تحرزه من تقدم على صعيد التخلص التدريجي، كما حَذَّرَ هذا الطرف من أنه إذا لم يوفِ بالتزاماته، فإن الأطراف سوف تنظر في أمر اتخاذ تدابير تتمشى مع البند جيم من لائحة التدابير الإرشادية بشأن تدابير التصدي لعدم الامتثال.

Despite this preparatory work, the issue of polyols was not discussed by the Thirteenth Meeting of the Parties;

The decisions repeated the language used in similar decisions at the Thirteenth Meeting of the Parties, requesting the Party to submit a plan of action to the Implementation Committee, including time-specific benchmarks to ensure a prompt return to compliance.

Stringent monitoring and careful use of resources account for the reduction in expenditure during 2000 and 2001.

The Meeting of the Parties accepted with acclamation an offer by the Government of Sri Lanka to host the Thirteenth Meeting of the Parties in Sri Lanka in 2001. A member of the Secretariat said it would negotiate the details with the Sri Lankan authorities.

Recognizing that more than five years after that first study it was appropriate to evaluate and review the financial mechanism, the Thirteenth Meeting of the Parties decided in its decision XIII/3:
3 - وإدراكاً من الاجتماع الثالث عشر للأطراف أنه، بعد انقضاء أكثر من خمس سنوات على تلك الدراسة الأولى، من المناسب إجراء تقييم واستعراض الآلية المالية، قرر، في مقرره 13/3 ما يلي:

In accordance with decisions XIII/3 of the Thirteenth Meeting of the Parties and XV/47 and XV/52 of the Fifteenth Meeting of the Parties, an evaluation and review of the financial mechanism of the Montreal Protocol is being conducted in 2004. A provision of $500,000 has been made in the 2004 Montreal Protocol budget for this study.
طبقاً للمقرر 13/3 الصادر عن الاجتماع الثالث عشر للأطراف والمقررين 15/47 و15/52 الصادرين عن الاجتماع الخامس عشر للأطراف، يتم إجراء تقييم واستعراض للآلية المالية لبروتوكول مونتريال في عام 2004 وقد وضعت مخصصات مالية قدرها 000 500 دولار في عام 2004 لميزانية بروتوكول مونتريال من أجل هذه الدراسة.

The terms of reference for the TEAP Task Force replenishment study that were set out approved at the Thirteenth Meeting of the Parties had meant that the Task Force had, basically, considered the existing decisions adopted by the Parties and the Executive Committee.
42 - إن اختصاصات دراسة تجديد الموارد للأفرقة العاملة التابع لفريق التكنولوجيا والتقييم الاقتصادي التي أعتمدت أثناء الاجتماع الثالث عشر للأطراف انطوت ضمناً على أن الفرقة العاملة قد قام بصورة أساسية بالنظر في المقررات القائمة المعتمدة من الأطراف واللجنة التنفيذية.

4. To remind the Party of paragraph 4 of decision XIII/19, which records the agreement of the Thirteenth Meeting of the Parties to monitor the progress of Kazakhstan with regard to the phase-out of ozone-depleting substances, particularly towards meeting the specific commitments contained in decision XIII/19.

In accordance with decisions XIII/3 of the Thirteenth Meeting of the Parties and XV/47 of the Fifteenth Meeting of the Parties, which calls for an evaluation and review, by 2004, of the financial mechanism of the Montreal Protocol, a provision of $500,000 has been made in the 2004 Montreal Protocol budget pending a decision of the Parties on how to fund such a study.

3 To cover the additional requirements arising from decisions of the Meetings of the Parties (proposed study on illegal trade - decision XII/10), as well as work related to the 2002 assessment reports being prepared by TEAP, SAP and EEAP, the Secretariat proposed at the Thirteenth Meeting of the Parties to use the Secretariat's unspent balance from 2000 over 2 years (2002 and 2003).

Later in 2001, and in response to the recommendation of the Implementation Committee, the Secretariat produced a draft decision on polyols for discussion by the Thirteenth Meeting of the Parties.
