1. WELCOMES the offer by the Republic of Madagascar to host the thirteenth ordinary Session of the Assembly of the African Union in Antananarivo, Madagascar;

" Welcoming the decision adopted in Sirte, Libyan Arab Jamahiriya, on 3 July 2009 by the Assembly of the African Union at its thirteenth ordinary Session authorizing the African Union to accede to the Convention,
" وإذ ترحب بالقرار الذي اتخذته جمعية الاتحاد الأفريقي في دورتها العادية الثالثة عشرة المعقودة في سِرت، الجماهيرية العربية الليبية، في 3 تموز/يوليه 2009، الذي أذنت بموجبه للاتحاد الأفريقي بالانضمام إلى الاتفاقية،

In this connection, it was recalled that the Assembly of the African Union, at its thirteenth ordinary session, in 2009, had adopted a decision to address this situation, strongly condemning the payment of ransom to terrorist groups in exchange for the release of hostages, given that such payments were a main method of financing international terrorism.
وأُشِير في هذا الصدد إلى أن جمعية الاتحاد الأفريقي اعتمدت في دورتها العادية الثالثة عشرة في عام 2009، قراراً يتناول هذه الحالة ويدين بشدة دفع الفدية للجماعات الإرهابية لقاء إخلاء سبيل الرهائن، لأن دفعها من الوسائل الرئيسية لتمويل الإرهاب الدولي.

We, the Kings, Heads and Amirs of the Arab States, assembled as the summit-level Council of the League of Arab States (thirteenth ordinary session) in Amman, capital of the Hashemite Kingdom of Jordan, on 2 and 3 Muharram A.H. 1422, corresponding to 27 and 28 March A.D. 2001,
نحن ملوك ورؤساء وأمراء الدول العربية المجتمعون كمجلس لجامعة الدول العربية على مستوى القمة (الدورة العادية الثالثة عشرة) في عمان، عاصمة المملكة الأردنية الهاشمية، يومي 2 و 3 من شهر محرم لسنة 1422 هـ الموافق 27 إلى 28 من شهر آذار/مارس لسنة 2001.

(b) Decisions adopted by the Executive Council of the African Union at its thirteenth ordinary session, held in Sharm el-Sheikh, Egypt, from 24 to 28 June 2008 (annex II).
(ب) المقررات التي اعتمدها المجلس التنفيذي للاتحاد الأفريقي في دورته العادية الثالثة عشرة المعقودة في شرم الشيخ، مصر، في الفترة من 24 إلى 28 حزيران/يونيه 2008 (انظر المرفق الثاني).

To this end, Assistant Secretary-General for Peacekeeping Operations, Edmond Mulet, and Assistant Secretary-General for Field Support, Jane Holl Lute, travelled to Sharm El Sheikh, Egypt, where they were joined by Joint Special Representative Rodolphe Adada for consultations with the African Union Commissioner for Peace and Security, Ramtane Lamamra, in the margins of the thirteenth ordinary Session of the Executive Council of the African Union.
وسعيا لتحقيق هذا الغرض، سافر كل من إدمون مولي، الأمين العام المساعد لعمليات حفظ السلام، وجين هول لوتي، الأمين العام المساعد للدعم الميداني، إلى شرم الشيخ، مصر، حيث انضم إليهما رودولف أدادا، الممثل الخاص المشترك، بغرض إجراء مشاورات مع رامتاني لامامرا، مفوض الاتحاد الأفريقي للسلام والأمن، وذلك على هامش الدورة العادية الثالثة عشرة للمجلس التنفيذي للاتحاد الأفريقي.

2. REAFFIRMS the provisions of its previous Decision EX.CL/Dec.419 (XIII) adopted by its thirteenth ordinary Session held in Sharm El Sheikh, Egypt from 27 to 28 June 2008;
2 - يؤكد من جديد أحكام المقرر السابق EX.CL/453 (XIV) الصادر عن دورته العادية الثالثة عشرة العادية المنعقدة في شرم الشيخ، مصر، يومي 27 و 28 حزيران/ يونيه 2008؛

Taking note with appreciation of the decision adopted in Sirte, Libyan Arab Jamahiriya, on 3 July 2009 by the Assembly of Heads of State and Government of the African Union at its thirteenth ordinary session, authorizing the African Union to accede to the Convention,
وإذ تحيط علما مع التقدير بالقرار الذي اتخذه مؤتمر رؤساء دول وحكومات الاتحاد الأفريقي في دورته العادية الثالثة عشرة المعقودة في سِرت، بالجماهيرية العربية الليبية، في 3 تموز/يوليه 2009، والذي أذن بموجبه للاتحاد الأفريقي بالانضمام إلى الاتفاقية،

" 4 - ترحب بالمقـرر EX.CL/Dec.423 (XIII) المتعلق بحالـــــة اللاجئين والعائـــدين والمشردين في أفريقيا الذي اتخذه المجلس التنفيذي للاتحاد الأفريقي في دورته العادية الثالثة عشرة المعقودة في شرم الشيخ، في الفترة ما بين 24 و 28 حزيران/يونيه 2008؛

4. Welcomes decision EX.CL/Dec.423 (XIII) on the situation of refugees, returnees and displaced persons in Africa adopted by the Executive Council of the African Union at its thirteenth ordinary session, held in Sharm el-Sheikh on 27 and 28 June 2008;
4 - ترحب بالمقـرر EX.CL/Dec.423 (XIII) المتعلق بحالـــــة اللاجئين والعائـــدين والمشردين في أفريقيا الذي اتخذه المجلس التنفيذي للاتحاد الأفريقي في دورته العادية الثالثة عشرة المعقودة في شرم الشيخ، يومي 27 و 28 حزيران/يونيه 2008()؛

4. Welcomes decision EX.CL/Dec.423 (XIII) on the situation of refugees, returnees and displaced persons in Africa adopted by the Executive Council of the African Union at its thirteenth ordinary session, held in Sharm elSheikh, Egypt, on 27 and 28 June 2008;
4 - ترحب بالمقـرر EX.CL/Dec.423 (XIII) المتعلق بحالـــــة اللاجئين والعائـــدين والمشردين في أفريقيا الذي اتخذه المجلس التنفيذي للاتحاد الأفريقي في دورته العادية الثالثة عشرة المعقودة في شرم الشيخ، مصر في 27 و 28 حزيران/يونيه 2008()؛

50. The thirteenth ordinary session of the African Union Assembly of Heads of State and Government, held in Sirte, Libya, in July 2009 addressed the theme " Investing in agriculture for economic growth and food security " and featured renewed commitments to CAADP as well as discussions on climate change, regional agriculture trade, investment financing and pro-poor initiatives for rural development.
50 - وتناولت الدورة العادية الثالثة عشرة لجمعية رؤساء دول وحكومات الاتحاد الأفريقي المعقودة في سرت، ليبيا، في تموز/يوليه 2009 موضوع " الاستثمار في الزراعة لأغراض تحقيق النمو الاقتصادي والأمن الغذائي " وشهدت تجديد الالتزامات ببرنامج التنمية الزراعية الشاملة لأفريقيا وكذلك مناقشات بشأن تغير المناخ، والتجارة الزراعية الإقليمية، وتمويل الاستثمارات، ومبادرات التنمية الريفية المراعية للفقراء.

While Africa had the resources to feed its people, it needed greater continent-wide integration of food security initiatives within the context of the Comprehensive Africa Agriculture Development Programme, as called for by the Sirte Declaration on Investing in Agriculture for Economic Growth and Food Security, adopted at the thirteenth ordinary session of the Assembly of the African Union, held in the Libyan Arab Jamahiriya in July 2009.
وقال بينما تتوفّر لأفريقيا الموارد لإطعام شعوبها، فهي تحتاج إلى مزيد من إدراج مبادرات الأمن الغذائي على نطاق القارة داخل سياق البرنامج الشامل للتنمية الزراعية في أفريقيا، على النحو الذي دعا إليه إعلان سِرت بشأن الاستثمار في الزراعة من أجل النمو الاقتصادي والأمن الغذائي، والذي اعتُمد في الدورة العادية الثالثة عشرة لجمعية الاتحاد الأفريقي، المعقودة في الجماهيرية العربية الليبية في تموز/يوليه 2009.
