4. There shall be no restriction upon or derogation from any of the human rights of persons under any form of deprivation of liberty that are recognized, binding upon or in force in any State pursuant to law, conventions, regulations or custom on the pretext that this Convention does not recognize such rights or that it recognizes them to a lesser extent.
٤- لا يجب أن يقيد أو أن ينتقص بأي شكل من أشكال الحرمان من الحرية، أي حق من حقوق اﻹنسان المعترف بها أو الملزمة ﻷي دولة أو السارية في أي دولة وفقاً للقانون أو الاتفاقيات أو اللوائح أو العرف، بذريعة أن هذه الاتفاقية لا تعترف بهذه الحقوق أو أنها تعترف بها بدرجة أدنى.

3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the assignor or the debtor is located in a territorial unit to which this Convention does not extend, this location is considered not to be in a Contracting State.
3 - إذا كانت هذه الاتفاقية لا تسري، بمقتضى إعلان صادر وفقا لهذه المادة، على جميع الوحــدات الإقـليمية للـدولـة وكان مقر المحيـل أو المديـن واقعـا في وحـدة إقليمية لا تسري عليها هذه الاتفاقية، يعتبر المقر المذكور غير واقع في دولة متعاقدة.

4. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the law governing the original contract is the law in force in a territorial unit to which this Convention does not extend, the law governing the original contract is considered not to be the law of a Contracting State.
4 - إذا كانت هذه الاتفاقية لا تسري، بمقتضى إعلان صادر وفقا لهذه المادة، على جميع الوحدات الإقليمية للدولة وكان القانون الذي يحكم العقد الأصلي هو القانون النافذ في وحدة إقليمية لا تسري عليها هذه الاتفاقية، لا يعتبر قانون الدولة المتعاقدة هو القانون الذي يحكم العقد الأصلي.

4. An assignment of a receivable is not ineffective against, and the right of an assignee may not be denied priority with respect to the right of, a competing claimant, solely because law other than this Convention does not generally recognize an assignment described in paragraph 1 of this article.
4- لا تكون الإحالة فاقدة المفعول تجاه مُطالِب مُنازِع، ولا يجوز إنكار حق المحال إليه في الأولوية مقابل حق ذلك المُطالِب المُنازِع، لمجرد أن قانونا آخر غير هذه الاتفاقية لا يعترف عموما بأي إحالة من الإحالات المبينة في الفقرة 1 من هذه المادة.

3. When a Contracting State has declared pursuant to this article that this Convention extends to one or more but not all of its territorial units, a place located in a territorial unit to which this Convention does not extend is not considered to be in a Contracting State for the purposes of this Convention.
٣- إذا كانت الدولة المتعاقدة قد أعلنت، بمقتضى هذه المادة، أن هذه الاتفاقية تسري على واحدة أو أكثر من وحداتها الإقليمية ولكن لا تسري عليها جميعا، فإن المكان الواقع في وحدة إقليمية لا تسري عليها هذه الاتفاقية لا يُعتبر واقعاً في دولة متعاقدة لأغراض هذه الاتفاقية.

Even though this Convention does not concern immunities, it shares the same spirit as the other conventions analysed previously, namely to establish a special system applicable to certain categories of persons in terms of their connection with the State and by reason of their performance of specific functions of an international scope.
