" 1. this Convention shall apply to investor-State arbitration conducted on the basis of a treaty providing for the protection of investments or investors between Contracting Parties to this Convention.
" 1- تنطبق هذه الاتفاقية على التحكيم بين المستثمرين والدول الذي يجرى استناداً إلى معاهدة تنص على حماية الاستثمارات أو المستثمرين بين الأطراف المتعاقدة في هذه الاتفاقية.

Another delegation proposed a second alternative more in line with the 1952 Convention: “this Convention shall apply to any sea-going ship within the jurisdiction of any State Party.”
واقترح وفد آخر بديلاً ثانياً أكثر تمشياً مع اتفاقية عام ٢٥٩١: " تنطبق هذه الاتفاقية على أي سفينة بحرية تدخل ضمن نطاق ولاية أية دولة طرف " .
