l. States Parties shall endeavour to settle disputes concerning the interpretation or application of this Convention through negotiation.
1- تسعى الدول الأطراف إلى تسوية النـزاعات المتعلقة بتفسير أو تطبيق هذه الاتفاقية عن طريق التفاوض.

The Philippines recognizes the importance of strengthening this Convention through multilateral negotiations for a legally binding protocol and universal adherence to the Convention.
وتدرك الفلبين أهمية تعزيز هذه الاتفاقية من خلال المفاوضات المتعددة الأطراف التي ترمي إلى تحقيق بروتوكول ملزم قانونا وامتثال عالمي للاتفاقية.

7. States Parties shall consider establishing voluntary mechanisms with a view to contributing financially to the efforts of developing countries and countries with economies in transition to apply this Convention through technical assistance programmes and projects.
7- تنظر الدول الأطراف في إنشاء آليات طوعية بهدف المساهمة ماليا في الجهود التي تبذلها البلدان النامية والبلدان ذات الاقتصادات الانتقالية لتطبيق هذه الاتفاقية من خلال برامج ومشاريع المساعدة التقنية.
