We have now noted that there is some progress, albeit informal, in the relations between the Special Committee and those administering Powers.
ونحن نلاحظ اﻵن أن هناك بعض التقدم، وإن كان تقدما غير رسمي، في العلاقات بين اللجنة الخاصة وتلك الدول القائمة باﻹدارة.

It is in that spirit that I especially welcome the representatives of those administering Powers represented here today and urge those who are not represented to review their positions with a view to formally engaging the Committee in constructive dialogue in future.

Since the draft resolution referred clearly to those administering Powers which did cooperate, his delegation would have preferred that it also refer to those which did not cooperate fully.
وأضاف أنه حيث أن مشروع القرار يشير بوضوح إلى الدول القائمة بالإدارة والمتعاونة، فإن وفد بلده كان يفضل أن يتضمن المشروع إشارة أيضا إلى الدول القائمة بالإدارة التي لا تتعاون بشكل تام.

In that connection, the Special Committee recommends that the Assembly request those administering Powers that have not yet done so to become involved with the work of the Special Committee in the discharge of its mandate and, in particular, to participate actively in the work relating to the Territories under their respective administrations.
وتوصي اللجنة الخاصة، في هذا الصدد، بأن تطلب الجمعية العامة إلى الدول القائمة بالإدارة التي لم تشارك بعد في الأعمال التي تقوم بها اللجنة الخاصة تنفيذا لولايتها أن تقوم بذلك، وبوجه خاص، أن يشارك كل منها بنشاط في الأعمال المتصلة بالإقليم الذي يتولى إدارته.

We therefore urge those administering Powers that have withheld their cooperation from the Committee of 24 to reconsider their decisions and participate in the work of the Committee, whose members are not only ready but eager to discuss those issues that are keeping them away from the Committee, with a view to finding solutions to them.
ولذلك، فإننا نحث تلك الدول القائمة باﻹدارة التي أحجمت عن التعاون مع لجنة اﻟ ٢٤ أن تعيد النظر في قراراتها وأن تشارك في أعمال اللجنة، التي يقف أعضاؤها علـــى أهبـــة الاستعداد، بل ويتوقون إلى مناقشة المسائل التي تجعل تلك الدول تبتعد عن اللجنة، وذلك للتوصل إلى حلــــول لهـــا.

It called upon the administering Powers to cooperate or continue to cooperate with the United Nations by receiving United Nations visiting missions in the Territories under their administration and continued to call upon those administering Powers that were not participating in the work of the Special Committee to reconsider their decisions and to take an active part in the work of the Committee (see chap. III, para. 19, of the present report).
