The Cotonou Agreement, which was concluded by the three Liberian parties, the Interim Government of National Unity of Liberia (IGNU), the National Patriotic Front of Liberia (NPFL) and the United Liberation Movement of Liberia for Democracy (ULIMO), on 25 July 1993, provides for the disarmament and demobilization of combatants.
٥٦٥ - إن اتفاق كوتونو المبرم في ٢٥ تموز/يوليه ١٩٩٣ بين اﻷطراف الليبرية الثلاثة الحكومة المؤقتة للوحدة الوطنية لليبريا وجبهة التحرير الوطنية القومية لليبريا وحركة التحرير المتحدة لليبريا من أجل الديمقراطية، ينص على نزع سلاح المقاتلين وتسريحهم.

Noting that the Peace Agreement signed by the three Liberian parties in Cotonou on 25 July 1993 calls on the United Nations and the Military Observer Group (ECOMOG) of the Economic Community of West African States (ECOWAS) to assist in the implementation of the Agreement,

To ensure against any violation of the cease-fire between 1 August and the arrival of the additional ECOMOG troops and the main body of United Nations observers, the parties agreed to establish a Joint Cease-fire Monitoring Committee, comprising representatives of the three Liberian parties, ECOMOG and the United Nations.
وضمانا لتفادي أي انتهاك لوقف إطلاق النار بين ١ آب/اغسطس وموعد وصول القوات الجديدة للفريق والجزء اﻷساسي من مراقبي اﻷمم المتحدة، وافقت اﻷطراف على تشكيل لجنة مشتركة لرصد وقف إطلاق النار تتألف من ممثلين عن اﻷطراف الليبرية الثلاثة والفريق واﻷمم المتحدة.

On 14 February 1994 the Secretary-General submitted a progress report 2/ in which he informed the Council, inter alia, that in December 1993 the three Liberian parties had resumed their talks at Monrovia, but that they had failed to reach agreement on the disposition of the four remaining ministerial portfolios, i.e., defence, foreign affairs, justice and finance.
٦ - وفي ١٤ شباط/فبراير ١٩٩٤، قدم اﻷمين العام تقريرا مرحليا)٢( أبلغ فيه المجلس جملة أمور من بينها أن اﻷطراف الليبرية الثلاثة استأنفت محادثاتها في كانون اﻷول/ديسمبر في مونروفيا إلا أنها لم تتوصل الى اتفاق بشأن توزيع الحقائب الوزارية اﻷربع المتبقية وهي الدفاع والخارجية والعدل والمالية.

In a subsequent report of 23 February 1994 3/ the Secretary-General informed the Security Council that the three Liberian parties, at a meeting held at Monrovia on 15 February 1994, had reached agreement on most of the outstanding issues which had impeded the commencement of disarmament and the installation of the Transitional Government.
٧ - وفي تقرير لاحق مؤرخ ٢٣ شباط/فبراير ١٩٩٤)٣(، أبلغ اﻷمين العام مجلس اﻷمن بأن اﻷطراف الليبرية الثلاثة توصلت، في اجتماع عقد في مونروفيا في ١٥ شباط/فبراير ١٩٩٤، الى اتفاق بشأن معظم المسائل المعلقة التي أعاقت بدء نزع السلاح وتنصيب الحكومة الانتقالية.

The President of the Security Council issued a statement (S/PRST/1994/9) on 25 February, welcoming the agreement reached by the three Liberian parties to install the Liberian National Transitional Government on 7 March 1994, concomitantly with the start of disarmament, and to hold free and fair elections on 7 September 1994.
وأصدر رئيس مجلس اﻷمن بيانا )S/PRST/1994/9( بتاريخ ٢٥ شباط/فبراير، رحب فيه بالاتفـــاق الذي توصلت إليـــه اﻷطراف الليبرية الثلاثة ﻹقامة الحكومة الانتقالية الوطنية الليبرية فــــي ٧ آذار/مارس ١٩٩٤، بالاقتران بالبدء في عملية نزع السلاح، وﻹجراء انتخابات حرة ونزيهة في ٧ أيلول/ سبتمبر ١٩٩٤.
