The Special Rapporteur is concerned that significant and unreasonable limitations placed on the right of Iranian citizens to stand for presidential office undermine their right to " participate in the conduct of public affairs through freely chosen representatives " who " are accountable through the electoral process for their exercise of that power " .

He recalls the entry into force on 3 May 2008 of the Convention on the Rights of Persons with Disabilities, pursuant to which States parties undertake to " Ensure that persons with disabilities can effectively and fully participate in political and public life on an equal basis with others, directly or through freely chosen representatives... "
ويذكر بدخول اتفاقية حقوق الأشخاص ذوي الإعاقة حيز التنفيذ في 3 أيار/مايو 2008 وتتعهد الدول عملاً بالاتفاقية بما يلي: " أن تكفل للأشخاص ذوي الإعاقة إمكانية المشاركة بصورة فعالة وكاملة في الحياة السياسية والعامة على قدم المساواة مع الآخرين، إما مباشرة وإما عن طريق ممثلين يختارونهم بحرية ... " ().

" لكل شخص حق المشاركة في إدارة الشؤون العامة لبلده، إما مباشرة وإما بواسطة ممثلين يختارون في حرية.

This provision is an elaboration of article 21 of the Universal Declaration of Human Rights, which states: " Everyone has the right to take part in the government of his country, directly or through freely chosen representatives. "
وهذا الحكم تأكيد للمادة 21 من الإعلان العالمي لحقوق الإنسان، التي تنص على ما يلي: " لكل شخص حق المشاركة في إدارة الشؤون العامة لبلده، إما مباشرة أو بواسطة ممثلين يختارون بحرية " .

Article 25 of the International Covenant on Civil and Political Rights stipulates that " every citizen shall have the right and the opportunity ... to take part in the conduct of public affairs, directly or through freely chosen representatives " .
وتنص المادة 25 من العهد الدولي الخاص بالحقوق المدنية والسياسية على أن " يكون لكل مواطن حق وفرصة ... أن يشارك في إدارة الشؤون العامة، إما مباشرة أو بواسطة ممثلين يُختارون في حرية " .

167. In accordance with article 25 of the International Covenant on Civil and Political Rights, every citizen, without any distinction and without unreasonable restrictions, has the right to take part in the conduct of public affairs, directly or through freely chosen representatives, as well as the right to vote and to be elected.
١٦٧ - عملا بالمادة ٢٥ من العهد الدولي الخاص بالحقوق المدنية والسياسية فإن لكل مواطن، دون أي وجه من وجوه التمييز ودون قيود غير معقولة، الحق في أن يشارك في إدارة الشؤون العامة إما مباشرة وإما بواسطة ممثلين يختارون في حرية فضلا عن الحق في أن ينتخب وينتخب.

166. Article 21 of the Universal Declaration proclaims the right of everyone " to take part in the government of his country, directly or through freely chosen representatives " .
٦٦١- تنص المادة ١٢ من الاعلان العالمي على حق كل شخص " في المشاركة في إدارة شؤون بلده، إما مباشرة وإما بواسطة ممثلين يختارون في حرية " .

51. The right to political participation is enshrined in the Universal Declaration of Human Rights; article 21 states that " everyone has the right to take part in the government of his country, directly or through freely chosen representatives. "
51- ينص الإعلان العالمي لحقوق الإنسان على الحق في المشاركة السياسية. فقد جاء في المادة 21 أن " لكل شخص حق المشاركة في إدارة الشئون العامة لبلده، إما مباشرة أو بواسطة ممثلين يختارون بحرية " .

Accordingly, the exercise of legislative power by them is incompatible with the right of citizens to take part in the conduct of public affairs, under article 25 (a) and (b) of the Covenant, either directly or through freely chosen representatives.
