However, as has been mentioned earlier, according to section 1, paragraph 14, of the annex to the Agreement, until the end of the year following the year during which the Agreement enters into force, the administrative expenses of the Authority shall be met through the budget of the United Nations.
٩٠ - ورد آنفا أن الفقرة ١٤ من الفرع ١ من مرفق الاتفاق تنص على أنه حتى نهاية السنة التي تلي السنة التي يبدأ خلالها نفاذ الاتفاق، تغطى المصروفات اﻹدارية للسلطة عن طريق ميزانية اﻷمم المتحدة.

٤ - ونظرا الى أن الاتفاق لم يدخل حيز النفاذ بعد، فإن النفقات اﻹدارية للسلطة في عام ١٩٩٦ ستغطى عن طريق ميزانية اﻷمم المتحدة.

)٣( استنادا الى الاتفاق المتعلق بتنفيذ الجزء الحادي عشر من اتفاقية اﻷمم المتحدة لقانون البحار، ستظل النفقات اﻹدارية للسلطة تسدد عن طريق ميزانية اﻷمم المتحدة وذلك حتى نهاية السنة التي تتبع السنة التي بدأ فيها نفاذ الاتفاق المتعلق بتنفيذ الجزء الحادي عشر من الاتفاقية.

6. The above-quoted provisions of the Agreement mean that the administrative expenses of the Authority would be met through the budget of the United Nations until the end of 1995, at the minimum, assuming that the Agreement enters into force by 31 December 1994, and until the end of 1999, at the maximum, assuming that the Agreement enters into force by 16 November 1998.
٦ - وتعني أحكام الاتفاق المستشهد بها أعلاه أن المصروفات الادارية للسلطة ستغطى عن طريق ميزانية اﻷمم المتحدة حتى نهاية سنة ١٩٩٥، على أقل تقدير، على افتراض أن الاتفاق سيدخل حيز النفاذ بحلول ٣١ كانون اﻷول/ديسمبر ١٩٩٤، وحتى نهاية سنة ١٩٩٩، على أكثر تقدير، على افتراض أن الاتفاق سيدخل حيز النفاذ بحلول ١٦ تشرين الثاني/نوفمبر ١٩٩٨.

11. The above-quoted provisions of the Agreement mean that the administrative expenses of the Authority would be met through the budget of the United Nations until the end of 1995, at the minimum, assuming that the Agreement enters into force by 31 December 1994, or until the end of 1999, at the maximum, assuming that the Agreement enters into force by 16 November 1998.
١١ - وتعني أحكام الاتفاق المستشهد بها أعلاه أن المصروفات الادارية للسلطة ستغطى عن طريق ميزانية اﻷمم المتحدة حتى نهاية سنة ١٩٩٥، على أقل تقدير، على افتراض أن الاتفاق سيدخل حيز النفاذ بحلول ٢١ كانون اﻷول/ديسمبر ١٩٩٤، وحتى نهاية سنة ١٩٩٩، على أكثر تقدير، على افتراض أن الاتفاق سيدخل حيز النفاذ بحلول ١٦ تشرين الثاني/نوفمبر ١٩٩٨.

2. By its resolution 48/263 of 28 July 1994, the General Assembly decided that, " until the end of the year following the year during which the Agreement [relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea of 10 December 1982] enters into force, the administrative expenses of the International Seabed Authority shall be met through the budget of the United Nations " .
٢ - وقررت الجمعية العامة، في قرارها ٨٤/٣٦٢ المؤرخ ٨٢ تموز/يوليه ٤٩٩١، أنه " حتى نهاية السنة التي تلي السنة التي يبدأ خلالها نفاذ ]الاتفاق ذي الصلة بتنفيذ الجزء الحادي عشر من اتفاقية قانون البحار المؤرخة ٠١ كانون اﻷول/ديسمبر ٢٨٩١[ تغطى المصروفات اﻹدارية للسلطة الدولية لقاع البحار عن طريق ميزانية اﻷمم المتحدة " .

3. The Advisory Committee notes from paragraph 4 of the report of the Secretary-General that, as the Agreement has not yet entered into force, the administrative expenses of the Authority in 1996 are still to be met through the budget of the United Nations.
٣ - وتلاحظ اللجنة الاستشارية في الفقرة ٤ من تقرير اﻷمين العام أنه نظرا ﻷن الاتفاق لم يدخل حيز النفاذ بعد، فإن النفقات اﻹدارية للسلطة لعام ١٩٩٦ ستغطى من ميزانية اﻷمم المتحدة.
