1. 1- تقوم اللجنة، بعد أن تقرر قبول رسالة ما وفقاً للمادة 14، بإحالة نص هذه الرسالة والمعلومات الأخرى ذات الصلة، عن طريق الأمين العام وعلى نحو سري، إلى الدولة الطرف المعنية دون الكشف عن هوية الفرد إلا إذا أعطى هو موافقة صريحة على ذلك.
