Article 28 of the Convention provides that the Secretary-General shall receive and circulate to all States parties the text of reservations made by States parties at the time of ratification or accession.
تنص المادة ٢٨ من الاتفاقية على أن يتلقى اﻷمين العام نص التحفظات التي تبديها الدول اﻷطراف وقت التصديق على الاتفاقية أو الانضمام إليها، ويقوم بتعميمها على جميع الدول اﻷطراف.

In some cases, States parties may already have in place relevant bodies or mechanisms at the time of ratification or access to the Convention.

2. Each State Party may at the time of ratification or accession thereto declare that it does not consider itself bound by paragraph 1 of this article.
