title I of the Constitution deals with basic human rights and duties.
ويتناول الباب الأول من الدستور حقوق الإنسان وواجباته الأساسية.

It must simply be emphasized that, according to the above-mentioned article 13, foreigners are entitled to the same rights and freedoms as those guaranteed to Spaniards under title I of the Constitution, subject to the conditions under which treaties and the law recognize these rights to foreigners.
إلاّ أنه ينبغي الاكتفاء بتأكيد أن للأجانب، وفقاً للمادة 13 آنفة الذكر، الحقوق والحريات ذاتها المضمونة للإسبان بموجب الباب الأول من الدستور، رهناً بالشروط التي تعترف المعاهدات والقانون في إطارها بهذه الحقوق للأجانب.

20. title I of the Act on the rights and freedoms of foreigners is based on the principle of the equality of and non-discrimination against foreigners and recognizes that they are entitled to the rights provided for in its articles 3 to 24.
20- يستند الباب الأول من قانون حقوق وحريات الأجانب إلى مبدأ المساواة وعدم التمييز ضد الأجانب، ويعترف لهم بالحقوق المنصوص عليها في مواد القانون من 3 إلى 24.

27. All the rights referred to above and all the fundamental rights and freedoms recognized in title I of the Constitution are subject to the general principle of non-discrimination.

Article 1 title I of Act No. 94-589 of 15 July 1994 concerning modalities for the exercise of national police powers at sea is hereby amended as follows:

29. title I of Organization Act No. 4/2000, as amended by Organization Act No. 8/2000, on the rights and freedoms of foreigners in Spain is based on the principle of equality and nondiscrimination and is applicable to all the rights to which foreigners are entitled.
29- إن الباب الأول من القانون التنظيمي رقم 4/2000، بصيغته المعدلة بالقانون التنظيمي رقم 8/2000، بشأن حقوق وحريات الأجانب في إسبانيا يستند إلى مبدأ المساواة وعدم التمييز ويشمل جميع الحقوق الواجبة للأجانب.

Accordingly, Act No. 2001-47, R.O. 422, of 28 September 2001, introduced amendments to chapter IV, on the crimes of sabotage and terrorism, Title I, of the Penal Code (see annex 1).

21. To improve the legal order further, Act No. 26788 of 16 May 1997 was enacted to amend Chapter III of title I of the Penal Code by incorporating, as an aggravating circumstance, the existence of a family relationship between the aggressor and the victim, in terms of the penalties applicable to crimes involving serious or light injuries or offences against the person.
21 - ورغبة في إحكام النظام القانوني، تم بموجب القانون رقم 26788 الصادر في 16 أيار/ مايو 1997، تعديل الفصل الثالث من الباب الأول من قانون العقوبات بإدراج وجود قرابة عائلية بين المُعتدي والضحية كظرف مُشدِّد للعقوبات المطبقة على جرائم الإصابة بضرر بالغ أو خفيف والخطأ في حق الشخص.

23. As noted above, the Congress of the United States addressed several key discrimination issues in 1996, in title I of HIPAA.

The Judicial Power Organization Act (No. 6/1985) of 1 July 1985 (art. 7.1) stipulates that the rights and freedoms recognized in chapter II of title I of the Constitution are in their entirety binding on all judges and courts by whose effective protection they are guaranteed.
وينص القانون الأساسي للسلطة القضائية رقم 6/1985، المؤرخ 1 تموز/يوليه (المادة 7-1)، على أن الحقوق والحريات المعترف بها في الفصل الثاني من الباب الأول من الدستور مُلزمة، في مجملها، للقضاة والمحاكم كافة ومكفولة تحت حمايته الفعالة.

4. The Ombudsman is defined in article 54 of the Constitution as a " High Commissioner of the Parliament, appointed to defend the rights contained in title I of the Constitution; for this purpose he or she may supervise the activity of the Administration and report thereon to the Parliament. "
4- تعرف المادة 54 من الدستور أمين المظالم بوصفه " المفوض السامي للمحاكم العامة، والمعين من طرفها للدفاع عن الحقوق الواردة في الباب الأول من الدستور؛ ولهذا الغرض، فهو يستطيع مراقبة أنشطة الإدارات، وتقديم تقرير إلى المحاكم العامة " .

21. The basic criterion for the realization and interpretation of these rights is contained in article 3, paragraph 1, of the Act: " Foreigners in Spain shall enjoy the rights and freedoms recognized in title I of the Constitution, including economic, social and cultural rights, under the conditions established in international treaties, in this Act and in the laws governing their exercise.
21- أما المعيار الأساسي لأعمال وتفسير هذه الحقوق فيرد في الفقرة 1 من المادة 3 من القانون، وهذا نصّها: " يتمتع الأجانب في إسبانيا بالحقوق والحريات المعترف بها في الباب الأول من الدستور، ومنها الحقوق الاقتصادية والاجتماعية والثقافية، وذلك بالشروط المحددة في المعاهدات الدولية، وفي هذا القانون، وفي القوانين التي تنظم ممارسة هذه الحقوق.

117. (d) Article 54 of the Constitution defines the Ombudsman as " a High Commissioner of Parliament, appointed to defend the rights protected under title I of the Constitution, for which purpose he or she may supervise the activities of the Administration and report thereon to the Cortes Generales " .
117- (د) تعرِّف المادة 54 من الدستور أمين المظالم بأنه " مفوَّض سام من البرلمان، يعيّنه من أجل الدفاع عن الحقوق الواردة في الباب الأول من الدستور، فيُخوَّل سلطة الإشراف على أنشطة الإدارة، ويقدم تقريراً عنها إلى البرلمان " .

Chapter III of title I of the " Dire Emergency Supplemental Appropriations for Consequences of Operation Desert Shield/Desert Storm, Food Stamps, Unemployment Compensation Administration, Veterans Compensation and Pensions, and Other Urgent Needs Act of 1991 " / (the " Appropriations Act " ) reads, in part, as follows:
وينص الفصل الثالث من الباب الأول من قانون عام 1991 المتعلق " بالمخصصات التكميلية للطوارئ الحادة لأغراض نتائج عملية درع الصحراء/عاصفة الصحراء، والحصص الغذائية، وإدارة تعويض البطالة، وتعويض المقاتلين القدماء ومعاشاتهم التقاعدية، والاحتياجات الملحة الأخرى " (47) ( " قانون المخصصات " ) على ما يلي جزئيا:

The latter offence is also envisaged in Law No. 62 (the Penal Code), title I of which relates to offences against State security. Chapter II, section 7, article 106 provides for the offence of terrorism, with penalties ranging from 10 to 20 years' imprisonment, or death.
