4- يجوز للسلطات المختصة للدولة الطرف، دون مساس بالقانون الداخلي، ودون أن تتلقى طلبا مسبقا، أن تحيل معلومات متعلقة بمسائل جنائية الى سلطة مختصة في دولة طرف أخرى حيثما ترى أن هذه المعلومات يمكن أن تساعد تلك السلطة على القيام بالتحريات والاجراءات الجنائية أو اتمامها بنجاح أو قد تُفضي الى قيام الدولة الطرف الأخرى بصوغ طلب عملا بهذه الاتفاقية.
