Operative paragraph 1 of the draft resolution invites all States that have not signed the Convention to accede to it without delay. Operative paragraph 2 urges all States that have signed but have not ratified the Convention to ratify it without delay.
وتدعو الفقرة 1 من منطوق مشروع القرار جميع الدول التي لم توقع على اتفاقية حظر استعمال وتكديس وإنتاج ونقل الألغام المضادة للأفراد وتدمير تلك الألغام إلى الانضمام إلى الاتفاقية دون تأخير.

The Conference appeals to all States Parties to the 1925 Geneva Protocol to fulfil their obligations assumed under that Protocol and urges all States not yet Parties to the Protocol to accede to it without delay.
31- يناشد المؤتمر جميع الدول الأطراف في بروتوكول جنيف لعام 1925 بأن تفي بالتزاماتها التي قطعتها بموجب البروتوكول، ويحث كل الدول التي لم تصبح بعد أطرافاً في البروتوكول على الانضمام إليه دون تأخير.

The United Nations General Assembly annually has voted to " (invite) all States that have not signed the Convention (...) to accede to it without delay " and to " (urge) all States that have signed but not ratified the Convention to ratify it without delay. "
وصوتت الجمعية العامة للأمم المتحدة سنوياً على " (دعوة) جميع الدول التي لم توقع على الاتفاقية (...) إلى الانضمام إليها دون تأخير " و " (حث) جميع الدول التي وقعت على الاتفاقية ولم تصدق عليها بعد على القيام بذلك دون إبطاء " ().
