As called for in paragraph 4 of article 12 of the Convention, the Conference of the Parties has developed and implemented arrangements establishing regional and subregional centres for capacitybuilding and transfer of technology to assist developing country parties and parties with economies in transition to fulfil their obligations under the Convention.

Each centre shall be accountable to the Conference of the Parties to the Stockholm Convention for those activities which it has undertaken to assist developing country Parties and Parties with economies in transition in the implementation of their obligations under the Convention, and which have been funded through the financial mechanism pursuant toestablished under Article 13 of the Convention.
20 - يكون كل مركز مسؤولاً أمام مؤتمر أطراف اتفاقية استكهولم فيما يتعلق بالأنشطة التي يباشرها من أجل مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال من حيث تنفيذ التزاماتها في نطاق الاتفاقية والتي يتم تمويلها من خلال الآلية المالية المنشأة بموجب المادة 13 من الاتفاقية.
