(أ) ضمان تمتع البنات بجميع حقوق الإنسان والحريات الأساسية تمتعاً كاملاً ومتساوياً، واتخاذ إجراءات فعالة ضد انتهاكات هذه الحقوق والحريات، ووضع البرامج والسياسات على أساس حقوق الطفل، مع وضع الحالة الخاصة للبنات في الاعتبار؛
