In other words, if Parties have been unable to settle their dispute within a period of six months following notification by one Party to another that a dispute exists between them, the dispute shall be submitted to conciliation.
وهذا يعني أنه إذا لم يتمكن طرفا النزاع من تسوية نزاعهما خلال الستة أشـهر التي تعقب قيام أحد الطرفين بإخطار الطرف الآخر بوجود نزاع بينهما، يعرض النزاع للتوفيق.

The procedure set out in Part II of Annex E shall apply to conciliation under this Article.
وتنطبق الإجراءات الواردة في الجزء الثاني من المرفق هاء على التوفيق بموجب هذه المادة.

In accordance with Decree 2737 of 1989, article 277, and Law 23 of 1991, article 47, the following cases may be brought to conciliation:

It urged the Government to give serious consideration to the establishment of a procedure which enjoys the confidence of the parties and which allow them to have recourse to conciliation or mediation, and then to have recourse, voluntarily, to an independent arbitrator to resolve their disputes.
كما حثت الحكومة على النظر بصورة جادة في إنشاء إجراء يتمتع بثقة اﻷطراف ويتيح لهذه اﻷطراف اللجوء إلى التوفيق أو الوساطة ثم اللجوء بصورة طوعية إلى محكّم مستقل لحل خلافاتها.

Without a suspension of the limitation period during conciliation proceedings, parties might be far more reluctant to resort to conciliation.
وأشار إلى أنه بدون وقف لسريان فترة التقادم أثناء إجراءات التوفيق، قد يزيد عزوف الطرفين إلى حد بعيد عن اللجوء إلى التوفيق.

Parties resorted to conciliation when a dispute had arisen under law, with the intention that a settlement agreement should be enforceable; otherwise, conciliation was meaningless.

It was correct that recourse to conciliation was not obligatory in the absence of a contractual clause to that effect, but if an agreement had been reached between the parties to conciliate a dispute, that agreement was binding for them.
وصحيح أن اللجوء إلى التوفيق ليس إلزاميا، في حالة عدم وجود شرط تعاقدي بذلك المفاد، ولكن إذا تم التوصل إلى اتفاق بين الطرفين على إحالة النـزاع إلى التوفيق فان ذلك الاتفاق يكون ملزما لهما.

It also contributes to conciliation between citizens and administrations and to extrajudiciary settlements of administrative disputes while examining complaints of those who consider themselves victims of illegal or inequitable administrative decisions.

2. The parties to the dispute may agree to resort to other means of peaceful dispute settlement [or: to mediation and/or: to conciliation and/or: to arbitration] before submitting the dispute to the International Court of Justice.
