Calls upon Member States, intergovernmental organizations and specialized agencies to continue to carry out constructive dialogue and consultations for the enhancement of understanding and the promotion and protection of all human rights and fundamental freedoms, and encourages non-governmental organizations to contribute actively to this endeavour " ;
واستعيض عنها بالنص التالي: " ٢ - تطلب إلى الدول اﻷعضاء والمنظمات الحكومية الدولية والوكالات المتخصصة مواصلة إجراء حوار ومشاورات بناءة لزيادة التفهم لجميع حقوق اﻹنسان والحريات اﻷساسية وتعزيزها وحمايتها وتشجع المنظمات غير الحكومية على المساهمة الفعالة في هذا الصدد " ؛
