وتوخيا لتوضيح وقت تسليم الإشعار في الحالات التي يُرسل فيها بوسائل اتصال إلكترونية، قُدّم اقتراح بشأن إمكانية إضافة النص التالي إلى الفقرة 5: " ويُعتبر الإشعار المُرسل بالوسائل الإلكترونية قد تُسُلِّم يوم إرساله. "

3. A written communication is deemed to have been received by the addressee if it is either delivered to the addressee personally, or if it is delivered at his place of business, habitual residence or mailing address.
3- يعتبر المرسل اليه قد تسلّم الرسالة الكتابية اذا ما سلّمت إلى المرسل اليه شخصيا أو سلمت في مكان عمله أو مكان اقامته المعتاد أو عنوانه البريدي.

The Commission may wish to note that the Working Group had discussed possible redrafting of article 2, paragraph (1) of the 1976 version of the Rules, which regulated when a notice, including a notification, communication or proposal could be deemed to have been received, with the aim to, inter alia, reflect contemporary practice and address the situation where a notice could not be delivered to the addressee in person.
9- لعلّ اللجنة تود أن تلاحظ أن الفريق العامل قد ناقش إمكانية إعادة صياغة الفقرة (1) من المادة 2 من صيغة القواعد لعام 1976، التي تحكم الوقت الذي يمكن اعتبار أيّ إشعار، بما في ذلك أي تبليغ أو خطاب أو اقتراح، قد تُسلِّم فيه، وذلك لأهداف منها تجسيد الممارسة العصرية المرعية وتناوُل الحالة التي يتعذّر فيها تسليم الإشعار إلى المرسل إليه شخصيا.
