15. Riparian States are encouraged to cooperate on matters related to international watercourses.

Under article 23 on protection and preservation of the marine environment, States are required, acting individually or in cooperation with other States, to take all measures with respect to international watercourses that are necessary in order to protect and preserve the marine environment.
