Decision 11/CP.2 stipulated that these guidelines shall form the basis for the funding of communications from non-Annex I Parties and requested the GEF to expedite the approval and the disbursement of financial resources to meet the agreed full costs for preparation of national communications.
ونص المقرر 11/م أ-2 على أن تشكل هذه المبادئ التوجيهية الأساس لتمويل البلاغات التي تقدمها الأطراف غير المدرجة في المرفق الأول وطلب إلى مرفق البيئة العالمية تعجيل الموافقة على الموارد المالية وصرفها لتغطية التكاليف الكاملة المتفق عليها لإعداد البلاغات الوطنية.

Article 4.3 states that " the developed country Parties and other developed Parties included in Annex II shall provide new and additional financial resources to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1.
٧- وتنص المادة ٤-٣ على أن " تقوم البلدان المتقدمة النمو اﻷطراف واﻷطراف المتقدمة النمو اﻷخرى المدرجة في المرفق الثاني، بتوفير موارد مالية جديدة وإضافية لتغطية التكاليف الكاملة المتفق عليها التي تتكبدها البلدان النامية اﻷطراف في الامتثال لالتزاماتها بموجب الفقرة ١ من المادة ٢١.

(a) Provide new and additional financial resources to meet the agreed full costs incurred by developing country Parties in advancing the implementation of existing commitments under Article 4, paragraph 1 (a), of the Convention; and
(أ) توفير موارد مالية جديدة وإضافية للوفاء بالتكاليف الكاملة المتفق عليها التي تتكبدها البلدان الأطراف النامية في المضي قدماً في تنفيذ الالتزامات القائمة بموجب الفقرة 1(أ) من المادة 4 من الاتفاقية؛

To continue to ensure that financial resources are provided to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1, of the Convention;
(ز) أن يواصل ضمان توفير الموارد المالية للوفاء بالتكاليف الكاملة المتفق عليها التي تتحملها البلدان النامية الأطراف في الامتثال لالتزاماتها القائمة بموجب الفقرة 1 من المادة 12 من الاتفاقية؛

45. In its role as the interim operating entity of the financial mechanism and in accordance with paragraph 6 of the GEF Instrument, the GEF is available to meet the agreed full costs of activities under Article 12.1 of the Convention.
٤١ - يتاح مرفق البيئة العالمية، في أدائه للدور الذي يضطلع به بوصفه كيان التشغيل المؤقت لﻵلية المالية ووفقا للفقرة ٤ من صك المرفق، لتغطية التكاليف الكاملة المتفق عليها لﻷنشطة بمقتضى المادة ٢١-١ من الاتفاقية.

21- وأشارت الهيئة الفرعية للتنفيذ إلى الطلب المقدم من مؤتمر الأطراف في المقرر 7/م أ-13 بأن يعمل مرفق البيئة العالمية على مواصلة ضمان توفير الموارد المالية لتغطية التكاليف الكاملة المتفق عليها التي تتحملها البلدان النامية الأطراف امتثالاً لالتزاماتها بموجب الفقرة 1 من المادة 12 من الاتفاقية.

The COP, by its decision 2/CP.4, subsequently requested the GEF to provide funding to developing countries to meet the agreed full costs of preparing initial and subsequent national communications by maintaining and enhancing relevant national capacity.

68- وفيما يتعلق بإجراءات الدعم، تقدم البلدان الأطراف المتقدمة، بما فيها البلدان المدرجة في المرفق الثاني، موارد مالية جديدة وإضافية لتغطية التكاليف الكاملة المتفق عليها لعمليات التحقق التي تضطلع بها البلدان الأطراف النامية.

(c) To serve as policy guidance to the interim operating entity of the financial mechanism for the timely provision of financial support, including for the transfer of technology, needed by the developing country Parties to meet the agreed full costs in complying with their obligations under Article 12.1;
)ج( توفير الارشادات المتصلة بالسياسة لكيان التشغيل المؤقت التابع لﻵلية المالية ﻷغراض توفير الدعم المالي في الوقت المناسب، بما في ذلك ﻷغراض نقل التكنولوجيا، الذي تحتاج إليه البلدان النامية اﻷطراف لتغطية التكاليف الكاملة المتفق عليها امتثالاً لالتزاماتها بمقتضى المادة ٢١-١؛

(a) To continue to ensure that financial resources are provided to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1, of the Convention;
(أ) أن يواصل ضمان توفير الموارد المالية للوفاء بالتكاليف الكاملة المتفق عليها التي تتحملها البلدان النامية الأطراف في امتثال التزاماتها القائمة بموجب الفقرة 1 من المادة 12 من الاتفاقية؛

(b) To refine, as appropriate, operational procedures to ensure the timely disbursement of funds to meet the agreed full costs incurred by those non-Annex I Parties that are in the process of preparing their third and, where appropriate, fourth national communications;
(ب) أن يحسن، حسب الاقتضاء، إجراءاته التشغيلية لضمان صرف الأموال في الوقت المناسب للوفاء بالتكاليف الكاملة المتفق عليها التي تتحملها الأطراف غير المدرجة في المرفق الأول والتي تقوم بإعداد بلاغاتها الوطنية الثالثة، وعند الاقتضاء، بلاغاتها الوطنية الرابعة؛

It encouraged the GEF, in accordance with decision 4/CP.14, to continue to ensure, as a top priority, that sufficient financial resources are provided to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1, of the Convention.
37- وشجّعت الهيئة الفرعية مرفق البيئة العالمية، وفقاً للمقرر 4/م أ-14، على أن يواصل، كأولوية قصوى، كفالة إتاحة ما يكفي من الموارد المالية لتغطية إجمالي التكاليف المتفق عليها التي تتكبدها البلدان النامية الأطراف في امتثالها لالتزاماتها بموجب الفقرة 1 من المادة 12 من الاتفاقية.

The GEF shall also be available to meet the agreed full costs of activities under Article 12, paragraph 1, of the United Nations Framework Convention on Climate Change.
