Iraq reaffirms that the IAEA is the competent authority responsible for verifying and assuring, in accordance with its Statute and its safeguards system, compliance with its safeguards agreements with States parties, undertaken in fulfilment of their obligations under article III, paragraph 1, of the NPT, with a view to preventing the diversion of nuclear energy from peaceful uses to nuclear weapons or other nuclear explosive devices.

(c) At a time when nuclear proliferation is a growing threat to international peace and security and when the risk that terrorists may seek access to nuclear weapons or to nuclear materials adds a new dimension to that threat, the CTRGlobal Partnership is a significant, additional way to accelerate the nuclear disarmament process;

ولذا، فإن من الأهمية بمكان أن تمتثل جميع الدول الأطراف فيها امتثالا كاملا لجميع الالتزامات الناشئة عن المعاهدة، وبخاصة تلك القاضية بأن تقبل الدول غير الحائزة للأسلحة النووية تلك الضمانات ليتسنى منع تحويل الطاقة النووية من الأغراض السلمية إلى أسلحة نووية أو غير ذلك من أجهزة التفجير النووية.

All reports by the IAEA since November 2003 have been indicative of the peaceful nature of the Iranian programme, and the Agency repeatedly reaffirmed that it " has not seen any diversion of nuclear material to nuclear weapons or other nuclear explosive devices. " (GOV/2006/15, para. 53)
وتشير كل تقارير الوكالة الدولية للطاقة الذرية منذ تشرين الثاني/نوفمبر 2003 إلى الطبيعة السلمية للبرنامج الإيراني، وأن الوكالة أكدت مرارا وتكرارا أنها " لم تر أي تحويل للمواد النووية لصنع أسلحة نووية أو أجهزة نووية متفجرة أخرى " . (GOV/2006/15, Para. 53)

(a) For exports to a non-nuclear-weapon State not party to the Treaty, source or special fissionable material either directly transferred, or produced, processed, or used in the facility for which the transferred item is intended, shall not be diverted to nuclear weapons or other nuclear explosive devices;
(أ) بالنسبة للصادرات إلى دولة غير حائزة للأسلحة النووية ليست طرفا في المعاهدة، يُحظر تحويل المواد المصدرية أو المواد الانشطارية الخاصة، سواء كانت منقولة بصورة مباشرة أو منتجة أو مجهزة أو مستخدمة في المرفق المزمع نقل الصنف إليه، لصنع أسلحة نووية أو أجهزة متفجرة نووية أخرى؛

Such CSAs cover all source or special fissionable material in all peaceful nuclear activities within the territory, under the jurisdiction or carried out under the control anywhere of the State, for the exclusive purpose of verifying that such material is not diverted to nuclear weapons or other nuclear explosive devices.
وتشمل اتفاقات الضمانات الشاملة هذه جميع المواد المصدرية أو المواد الانشطارية الخاصة المستخدمة في جميع الأنشطة السلمية المضطلع بها داخل أراضي الدولة أو في ظل ولايتها أو تحت سلطانها في أي مكان، وذلك حصرا من أجل التحقق من أن هذه المواد لا تحرف في اتجاه تطوير أسلحة نووية أو أجهزة تفجيرية نووية أخرى.

14. The Group of Non-Aligned States Parties to the Treaty reaffirms that IAEA is the competent authority responsible for verifying and assuring compliance by States Parties with their safeguards agreements undertaken in fulfilment of their obligations under article III, paragraph 1, of the Treaty, with a view to preventing diversion of nuclear energy from peaceful uses to nuclear weapons or other nuclear explosive devices.
14 - وتؤكد مجموعة دول عدم الانحياز الأطراف في المعاهدة من جديد أن الوكالة الدولية للطاقة الذرية هي السلطة المختصة المسؤولة عن التحقق من امتثال وضمان امتثال الدول الأطراف لاتفاقات الضمانات التي قطعتها هذه الدول على نفسها إيفاء بالتزاماتها بموجب الفقرة 1 من المادة 3 من المعاهدة بغية منع تحويل استخدام الطاقة النووية من الاستخدامات السلمية إلى الأسلحة النووية أو إلى الأجهزة النووية المتفجرة الأخرى.

14. States must prevent terrorists from gaining access to nuclear weapons or fissile material.
14 - يجب على الدول أن تحول دون حصول الإرهابيين على أسلحة نووية أو مواد انشطارية.

In this regard, we highly value the efforts of the IAEA in preventing the diversion of nuclear material from peaceful uses to nuclear weapons or other explosive devices.
وفي هذا الصدد، نقدر تقديرا كبيرا جهود الوكالة في منع تحويل المواد النووية من الاستخدامات السلمية إلى صنع الأسلحة النووية أو الأجهزة المتفجرة الأخرى.

3. Since the entry into force of the Treaty, significant efforts have been made to strengthen the IAEA safeguards system in non-nuclear-weapon States, as required under article III of the Treaty, with a view to preventing the diversion of nuclear energy from peaceful uses to nuclear weapons or other nuclear explosive devices.
3- ومنذ دخول المعاهدة حيّز النفاذ، تُبذل جهود كبيرة لتعزيز نظام ضمانات الوكالة في الدول غير الحائزة للأسلحة النووية، كما تقضي به المادة الثالثة من المعاهدة، وذلك بهدف منع تحويل استخدام الطاقة النووية من الاستخدامات السلمية إلى الاستخدام في الأسلحة النووية أو غيرها من الأجهزة المتفجرة النووية.

IAEA has the right and obligation to ensure that the safeguards are applied, in accordance with the provisions of the agreement, in a verifiable manner, so as to guarantee that there has been no diversion of any kind of nuclear materials to nuclear weapons or other nuclear explosive devices.
ومن حق الوكالة الدولية للطاقة الذرية، بل ومن واجبها، أن تتأكد من تطبيق الضمانات - طبقا لشروط الاتفاق وبأسلوب يساعد على التحقق - وذلك للتأكد من عدم استخدام أي مواد نووية في صنع أسلحة نووية أو أي أجهزة متفجرة أخرى.
