722. The Committee notes with concern that according to the State party inadequate consideration is given to the rights of children to rest and leisure, to engage in play and recreational activities appropriate to their age, and to participate freely in cultural life and the arts.

The Committee notes that insufficient attention has been given by States parties and others to the implementation of the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .

The Committee has noted over the years that in general, insufficient attention is given and measures taken to implement the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .

This proclamation was further strengthened in the Convention on the Rights of the Child (the Convention) of 1989 which explicitly states in article 31 that " States Parties recognize the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and and to participate freely in cultural life and the arts. "
