In response to calls by the Ivorian authorities to lift the arms embargo, the mission clarified that the sanctions regime was not designed to prevent the Government from adequately equipping its security forces but to prevent the import of arms that could fall into the wrong hands, noting that it was easy to obtain exemptions for the Government to meet justified needs.

430. The Ivorian Customs administration, however, has not directed (in regulations or otherwise) its agents to monitor or intervene to prevent the import or export of items outlined in the UNOCI list of embargoed goods.

By paragraph 1 of resolution 1842 (2008), the Security Council renewed until 31 October 2009 the provisions of paragraph 6 of resolution 1643 (2005), by which the Council decided that all States shall take the necessary measures to prevent the import of all rough diamonds from Côte d'Ivoire to their territory.

184. On the basis of the foregoing, the Group observes that, in compliance with the current national legislation, the Directorate General of Customs has to date no obligation under Ivorian law to prevent the import or export of goods subject to the sanctions regime.
