A new body, the Working Group on Minorities, has been set up with a wide mandate aimed at promoting respect for the 1992 Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities and examining possible solutions to problems involving minorities.

Many observers expressed the view that information on experiences of the promotion and protection of minorities should be shared as widely as possible with the Working Group, and that information on concrete examples of situations involving minorities should be provided as a means to arrive at suggestions for possible solutions to problems involving minorities.
