In view of the importance of measures in the fields of teaching, education, culture and information to combat prejudices which lead to racial discrimination and to promote understanding, tolerance and friendship among racial and ethnical groups, the Committee recommends that the State party takes all necessary measures in those fields in accordance with article 7 of the Convention.
٥٣٨ - ونظرا ﻷهمية ما يتخذ في ميادين التدريس والتعليم والثقافة واﻹعلام من التدابير الرامية الى مكافحة التعرض المؤدي الى التمييز العنصري والتدابير الرامية الى تعزيز التفاهم والتسامح والصداقة بين الفئات العنصرية والعرقية، توصي اللجنة بأن تتخذ الدولة الطرف كافة التدابير الضرورية في هذه الميادين وفقا للمادة ٧ من الاتفاقية.

17. CERD reiterated its concern about the absence of domestic legislation classifying as punishable acts the dissemination of ideas based on notions of superiority or racial hatred, incitement to racial discrimination and violence against indigenous peoples or Afro-descendants.
17- وكررت لجنة القضاء على التمييز العنصري الإعراب عن قلقها إزاء عدم وجود تشريع داخلي يجّرم نشر أية أفكار تقوم على مفاهيم التفوق أو الكراهية العنصرية وعلى التحريض على التمييز العنصري وعلى أي عمل من أعمال العنف ضد الشعوب الأصلية أو الأشخاص المنحدرين من أصل أفريقي.

87. The African States should give further consideration to the issue of racial discrimination by taking immediate and effective steps, as pointed out in article 7 of the Convention, to combat prejudices that lead to racial discrimination and to promote understanding, tolerance and friendship among nations and racial and ethnic groups.
٧٨- ولا بد للدول الافريقية أن تنظر مزيداً في مسألة التمييز العنصري، باتخاذها، كما تنص المادة ٧ من الاتفاقية، اجراءات فورية وفعالة من أجل مكافحة النعرات المؤدية إلى التمييز العنصري وتعزيزاً للتفاهم والتسامح والصداقة بين اﻷمم والجماعات العرقية واﻹثنية.

177. Although recognizing the validity of the arguments advanced by the State party, the Committee nevertheless notes that there are insufficient measures and programmes in the fields of teaching, education, culture and information aimed at combating prejudices that lead to racial discrimination and at promoting understanding and friendship.
٧٧١- وعلى الرغم من أن اللجنة تعترف بصحة الحجج التي قدمتها الدولة الطرف، فإنها تلاحظ مع ذلك عدم وجود قدر كاف من التدابير والبرامج في ميادين التربية والتعليم والتثقيف واﻹعلام الرامية إلى مكافحة أوجه التحيز التي تفضي إلى التمييز العنصري والرامية أيضا إلى توطيد أواصر التفاهم والصداقة.

316. With respect to article 7 of the Convention, members of the Committee wished to know whether training was provided for officials who had to deal with ethnic conflicts, with a view to eradicating prejudice that led to racial discrimination and to fostering understanding and tolerance among racial and ethnic groups.
٣١٦ - وفيما يتعلق بالمادة ٧ من الاتفاقية أبدى أعضاء اللجنة رغبتهم في معرفة ما إذا كان يتم توفير التدريب للمسؤولين الذين يعالجون المنازعات اﻹثنية بقصد محو الحزازات التي تؤدي إلى التمييز العنصري ودعم التفاهم والتسامح بين الفئات العنصرية واﻹثنية.

(a) On the role of State media in the dissemination of information to combat racial prejudices which lead to racial discrimination and to inculcate better understanding of the purposes and principles of the abovementioned instruments;
(أ) دور وسائط إعلام الدولة في نشر المعلومات بغرض مكافحة التحيز العنصري الذي يؤدي إلى التمييز العنصري وبغية تحقيق فهم أفضل لأغراض ومبادئ الصكوك آنفة الذكر في أذهان الناس؛

581. In its opinion, the Committee found, on the basis of the information before it, that the remarks and threats made vis-à-vis L.K. in August 1989 amounted to incitement to racial discrimination and to acts of violence against persons of another colour or ethnic origin, contrary to article 4(a) of the Convention.
٥٨١ - وتوصلت اللجنة، على أساس المعلومات المعروضة عليها، إلى رأي مفاده أن الملاحظات والتهديدات الموجهة إلى ل. ك. في آب/أغسطس ١٩٨٩ كانت بمثابة دعوة إلى التمييز العنصري وإلى القيام بأعمال عنف ضد أشخاص من لون أو أصل اثني آخر، مما يتعارض مع المادة ٤ )أ( من الاتفاقية.

(e) Address the root causes of racist hate speech and strengthen measures of teaching, education, culture and information, with a view both to combating prejudices that lead to racial discrimination and to promoting understanding, tolerance and friendship among nations and among racial or ethnic groups.

31. Under article 7, States parties undertake to adopt immediate and effective measures, particularly in the fields of teaching, education, culture and information, with a view to combating prejudices which lead to racial discrimination and to promoting understanding, tolerance and friendship among nations and racial or ethnic groups, as well as to propagating universal human rights principles, including those of the Convention.
31- وبموجب المادة 7، تتعهد الدول الأطراف بأن تتخذ تدابير فورية وفعالة، ولا سيما في ميادين التعليم والتربية والثقافة والإعلام، بغية مكافحة النعرات المؤدية إلى التمييز العنصري وتعزيز التفاهم والتسامح والصداقة بين الأمم والجماعات العرقية أو الإثنية الأخرى، وكذلك لنشر المبادئ العالمية لحقوق الإنسان، بما فيها مبادئ الاتفاقية.

30- ويلزم العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية الدول الأطراف " بأن تتعهد باتخاذ تدابير فورية وفعالة، لا سيما في ميادين التعليم والتربية والثقافة والإعلام بغية مكافحة النعرات المؤدية إلى التمييز العنصري وتعزيز التفاهم والتسامح والصداقة بين الأمم والجماعات العرقية أو الإثنية " ().

Article 7 of the International Convention on the Elimination of All Forms of Racial Discrimination commits States parties to " adopt immediate and effective measures, particularly in the fields of teaching, education, culture and information, with a view to combating prejudices which lead to racial discrimination and to promoting understanding, tolerance and friendship among nations and racial or ethnical groups ... " .
وتلزم المادة 7 من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري الدول الأطراف بالتعهد بأن " تتخذ تدابير فورية وفعالة، لا سيما في ميادين التعليم والتربية والثقافة والإعلام، بغية مكافحة النعرات المؤدية إلى التمييز العنصري وتعزيز التفاهم والتسامح والصداقة بين الأمم والجماعات العرقية والإثنية الأخرى... " .

٥٣٨ - ونظرا ﻷهمية ما يتخذ في ميادين التدريس والتعليم والثقافة واﻹعلام من التدابير الرامية الى مكافحة التعرض المؤدي الى التمييز العنصري والتدابير الرامية الى تعزيز التفاهم والتسامح والصداقة بين الفئات العنصرية والعرقية، توصي اللجنة بأن تتخذ الدولة الطرف كافة التدابير الضرورية في هذه الميادين وفقا للمادة ٧ من الاتفاقية.

7. The Committee reiterates its concern about the absence of domestic legislation under which the dissemination of ideas based on notions of superiority or racial hatred, incitement to racial discrimination and violent acts directed against indigenous peoples or persons of African descent in the State party are classified as punishable acts (art. 4 (a)).
7- ويساور اللجنة القلق لعدم وجود تشريع داخلي يجرِّم على نشر أية أفكار تقوم على التفوق أو الكره العنصري، وعلى التحريض على التمييز العنصري وعلى أي عمل من أعمال العنف، وبخاصة ضد الشعوب الأصلية والأشخاص المنحدرين من أصل أفريقي الذين يعيشون في الدولة الطرف (الفقرة (أ) من المادة 4).
