These issues include the right to seek and receive information, concerns relating to national security laws and to criminal libel, the new information technologies, as well as the enjoyment of the right to freedom of expression by women.

A. The right to seek and receive information

The Special Rapporteur has consistently stated that the right to seek and receive information is not simply a converse of the right to freedom of opinion and expression but a freedom on its own.

1. Each High Contracting Party has the right to seek and receive assistance, where appropriate, from another High Contracting Party, in dealing with the problems posed by existing explosive remnants of war, as necessary and feasible.
