2. Notes the following information, actions and decisions relating to the Adaptation Fund Board in accordance with decision 1/CMP.4, paragraph 10:

Decides that members, including alternate members, of the Adaptation Fund Board shall be bound by the rules of procedure of the Adaptation Fund Board and have no personal financial interest in any aspect of a project activity or a body presenting a project for approval to the Adaptation Fund Board;
10- يقرر أن يتقيد أعضاء مجلس صندوق التكيف، بمن فيهم الأعضاء المناوبون، بالنظام الداخلي لمجلس صندوق التكيف وألا تكون لهم مصلحة مالية شخصية في أي جانب من جوانب النشاط الخاص بمشروع أو في هيئة تمثل مشروعاً يعرض على مجلس صندوق التكيف لإقراره؛

Invites the Global Environment Facility to provide secretariat services to the Adaptation Fund Board on an interim basis; Trustee
19- يدعو مرفق البيئة العالمية إلى تقديم خدمات الأمانة لمجلس صندوق التكيف بصفة مؤقتة؛

Stressing the importance of operationalizing all aspects of the Adaptation Fund, in particular to enable eligible Parties and implementing entities and executing entities chosen by governments, which meet the criteria to be adopted by the Adaptation Fund Board, to submit project proposals for funding directly to the Adaptation Fund Board,
وإذ يشدد على أهمية تشغيل جميع جوانب صندوق التكيف، وبشكل خاص لتمكين الأطراف المؤهلة والكيانات المشرفة على التنفيذ، والكيانات المنفّذة التي تختارها الحكومات والتي تفي بالمعايير المعتمدة من مجلس صندوق التكيف، من التقدم إلى مجلس صندوق التكيف مباشرة بمقترحات مشاريع لتمويلها،

The CDM Executive Board, the JISC and the Adaptation Fund Board received legal advice concerning their work, including advice on privileges and immunities for individuals serving on these bodies and advice to the Adaptation Fund Board with regard to its legal capacity.

Decides that eligible Parties shall be able to submit their project proposals directly to the Adaptation Fund Board and that implementing or executing entities chosen by governments that are able to implement the projects funded under the Adaptation Fund may also approach the Adaptation Fund Board directly;
29- يقرر أن يُسمح للأطراف المؤهلة بتقديم مشاريعها المقترحة مباشرة إلى مجلس صندوق التكيف وأن يسمح أيضاً للكيانات المشرفة على التنفيذ أو الكيانات المنفذة التي تختارها الحكومات وتكون قادرة على تنفيذ المشاريع الممولة في إطار صندوق التكيف بالاتصال بمجلس صندوق التكيف مباشرة؛

Decides that secretariat services shall be provided to the Adaptation Fund Board in order to support and facilitate its activities, that a dedicated team of officials shall be identified to render secretariat services to the Adaptation Fund Board in a functionally independent and effective manner and that the head of the secretariat responsible for rendering the services shall be accountable to the Adaptation Fund Board;
18- يقرر أن تقدم خدمات الأمانة إلى مجلس صندوق التكيف بغية دعم وتيسير أنشطته، وأن يخصص فريق من الموظفين لتقديم خدمات الأمانة إلى مجلس صندوق التكيف بأسلوب مستقل وفعال من الناحية العملية وأن يكون رئيس الأمانة المسؤولة عن تقديم الخدمات مسؤولاً أمام مجلس صندوق التكيف؛

For this purpose, the Trustee shall submit to the Adaptation Fund Board a proposal for mutual agreement for the services and activities to be provided by the Trustee and estimated fees, costs and expenses to carry out such services and activities for the initial and/or upcoming fiscal year, as applicable.
ولهذا الغرض، يقدم القيِّم إلى مجلس صندوق التكيف مقترحاً يكون موضع اتفاق مشترك يعرض فيه الخدمات والأنشطة التي يتعين أن يقدمها القيِّم وتقديراً للرسوم والتكاليف والنفقات اللازمة لتنفيذ هذه الخدمات والأنشطة وذلك عن السنة المالية الأولى و/أو المقبلة، حسب اللزوم.

Eligible Parties can submit project proposals directly to the Adaptation Fund Board and implementing or executing entities chosen by governments that are able to implement the projects funded under the Adaptation Fund can approach the Adaptation Fund Board directly.
11- ويمكن للأطراف المؤهلة أن تقدم مقترحات مشاريع مباشرة إلى مجلس صندوق التكيف ويمكن للكيانات المشرفة على التنفيذ أو المنفذة التي تختارها الحكومات والقادرة على الإشراف على تنفيذ المشاريع الممولة في إطار صندوق التكيف أن تتصل مباشرة بمجلس صندوق التكيف.

Furthermore, the CMP decided that the interim institutional arrangements, with the GEF providing secretariat services to the Adaptation Fund Board and the World Bank serving as a trustee of the Adaptation Fund, shall be reviewed at the sixth session of the CMP.
وبالإضافة إلى ذلك، قرر مؤتمر الأطراف/اجتماع الأطراف أن يُخضِع للاستعراض في دورته السادسة الترتيبات المؤسسية المؤقتة، التي يقدم بموجبها مرفق البيئة العالمية خدمات السكرتارية إلى مجلس صندوق التكيف ويقوم البنك الدولي بدور القيِّم على صندوق التكيف().

In response to the above decision, the draft terms and conditions of services to be provided by the International Bank for Reconstruction and Development (the World Bank) as interim trustee for the Adaptation Fund (the World Bank in such capacity, the Trustee) (the Terms and Conditions), contained in the appendix, have been submitted to the Adaptation Fund Board for its consideration.
2- واستجابة للمقرر المذكور أعلاه، قُدِّم إلى مجلس صندوق التكيف مشروعٌ (يرد في التذييل) لينظر فيه المجلس يتضمن أحكام وشروط الخدمات (الأحكام والشروط) التي يتعين على البنك الدولي للإنشاء والتعمير (البنك الدولي) تقديمها بوصفه القَيِّم المؤقت على صندوق التكيف (البنك الدولي بصفته هذه، القَيِّم).

2. By its decision 1/CMP.3, the CMP requested the Adaptation Fund Board to report on its activities at each session of the CMP. It further invited the Global Environment Facility (GEF) to provide secretariat services to the Adaptation Fund Board, and the World Bank to serve as the trustee for the Adaptation Fund, both on an interim basis.
2- وطلب مؤتمر الأطراف/اجتماع الأطراف، بمقرره 1/م أإ-3، إلى مجلس صندوق التكيف أن يقدم تقريراً عن أنشطته في كل دورة من دورات مؤتمر الأطراف/اجتماع الأطراف، كما دعا مرفق البيئة العالمية إلى تزويد مجلس صندوق التكيف بخدمات الأمانة، ودعا البنك الدولي إلى أن يكون القيّم على صندوق التكيف، وكلاهما على أساس مؤقت.

Decision 1/CMP.3, paragraph 29, provides that " eligible Parties shall be able to submit their project proposals directly to the Adaptation Fund Board and that implementing and executing entities chosen by governments that are able to implement the projects funded under the Adaptation Fund may also approach the Adaptation Fund Board directly. "
34- تنص الفقرة 29 من المقرر 1/م أإ-3 على " أن يسمح للأطراف المؤهلة بتقديم مشاريعها المقترحة مباشرةً إلى مجلس صندوق التكيف وأن يُسمح أيضاً للكيانات المشرفة على التنفيذ أو الكيانات المنفذة التي تختارها الحكومات وتكون قادرة على تنفيذ المشاريع الممولة في إطار صندوق التكيف بالاتصال بمجلس صندوق التكيف مباشرة " .
