What was important was for the text to indicate that the act must be known to the addressee because the unilateral acts of the State bound it to the extent that it intended to commit itself legally and the other States concerned were aware of that commitment.
والمهم هو أن توضح المادة ضرورة أن تعلم الجهة الموجه إليها الفعل الانفرادي بهذا الفعل لأن الأفعال الانفرادية الصادرة عن الدولة تكون ملزمة لها بقدر انصراف نيتها الى الالتزام قانونيا بها وبقدر علم الدول الأخرى المعنية بصدورها.
