During the past year, two more successful treaty events were held, focusing on multilateral treaties relating to the advancement of the rights of women and children and on treaties for the prevention and suppression of terrorism.

1. The commitment of the international community to the advancement of the rights of persons with disabilities and their inclusion in society and development is deeply rooted in the goals of the United Nations, as enshrined in the preamble of the Charter of the United Nations, which refers to fundamental human rights, the dignity and worth of the human person and the promotion of better standards of life in larger freedom.
مقدمة ١ - يترسَّخ التزام المجتمع الدولي بالنهوض بحقوق الأشخاص ذوي الإعاقة وإدماجهم في المجتمع والتنمية في أهداف الأمم المتحدة المنصوص عليها في ديباجة ميثاق الأمم المتحدة التي تشير إلى حقوق الإنسان الأساسية، وكرامة الفرد وقدره، ورفع مستوى الحياة في جو من الحرية أفسح.

3. The commitment of the international community to the advancement of the rights of persons with disabilities and their inclusion in society and development is deeply rooted in the goals of the United Nations: realization of the call of the Charter of the United Nations for fundamental human rights, the dignity and worth of the human person, and the promotion of better standards of life in larger freedom.

57. Funding restrictions, including restrictions on foreign funding, may disproportionately affect associations that promote issues that do not enjoy popularity or the support of the State or the majority of the population, including those that relate to the advancement of the rights of marginalized groups.
57- وقد تؤثر القيود المفروضة على التمويل، بما فيها المفروضة على التمويل الأجنبي، تأثيراً كبيراً في الجمعيات التي تروج لقضايا لا تحظى بشعبية أو دعم الدولة أو أغلبية السكان، بما فيها القضايا المتصلة بالنهوض بحقوق الفئات المهمشة.

6. The principal normative framework for the mandate is the United Nations Declaration on the Rights of Indigenous Peoples, and the Human Rights Council specifically requests the Special Rapporteur in its resolution 15/14 to promote that Declaration and international instruments relevant to the advancement of the rights of indigenous peoples, where appropriate.

Significantly, the resolution further directed the Special Rapporteur to promote the United Nations Declaration on the Rights of Indigenous Peoples and international instruments relevant to the advancement of the rights of indigenous peoples, where appropriate, thus providing the Special Rapporteur's activities with a clear normative framework, discussed in more detail in section III below.
كما طلب القرار، على نحو ذي مغزى، إلى المقرر الخاص " ترويج إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية، والصكوك الدولية ذات الصلة بالنهوض بحقوق الشعوب الأصلية، حسب الاقتضاء، فوفر بذلك لأنشطة المقرر الخاص إطارا معياريا واضحا، يناقَش بمزيد من التفصيل في الفرع الثالث أدناه.

57. Throughout his mandate the Special Rapporteur has been especially cognizant of the directive by the Human Rights Council, in its resolutions 15/14 and 6/12, paragraph 1 (g), that he promote the United Nations Declaration on the Rights of Indigenous Peoples and international instruments relevant to the advancement of the rights of indigenous peoples, where appropriate.
57 - ظل المقرر الخاص طوال فترة ولايته مدركا تماما للتوجيه الصادر له عن مجلس حقوق الإنسان، في قراره 15/14 والفقرة 1 (ز) من قراره 6/12، بأن يقوم بترويج إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية والصكوك الدولية المتصلة بالنهوض بحقوق الشعوب الأصلية، عند الاقتضاء.

The Council itself, in extending the Special Rapporteur's mandate, directs him to " promote the United Nations Declaration on the Rights of Indigenous Peoples and international instruments relevant to the advancement of the rights of indigenous peoples " (A/HRC/6/L.26, para. 1 (g)).

Significantly, resolution 6/12 further directs the Special Rapporteur to " promote the United Nations Declaration on the Rights of Indigenous Peoples and international instruments relevant to the advancement of the rights of indigenous peoples, where appropriate " (para. 1 (g)), thus providing the Special Rapporteur's activities with a clear normative framework.
والأمر الهام هو أن القرار 6/12 يوجِّه المقرر الخاص كذلك إلى " ترويج إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية والصكوك الدولية ذات الصلة بالنهوض بحقوق الشعوب الأصلية، حيثما كان ذلك مناسباً " (الفقرة 1(ز))، وهو ما يُعطي أنشطة المقرر الخاص إطاراً واضحاً لوضع المعايير.

As noted, in its resolution 6/12 the Human Rights Council directed the Special Rapporteur to " promote the United Nations Declaration on the Rights of Indigenous Peoples and international instruments relevant to the advancement of the rights of indigenous peoples, where appropriate " (para. 1 (g)), thus providing a clear normative framework for his work.
