5. Exemptions to the asset freeze

Requests for exemption to the asset freeze can only be made for the payment of expenses of the designated party (see also S/2013/99, annex XV).

246. The Panel therefore believes that the frozen assets of designated individuals should remain their personal property and that any transfer to the Government of Libya as a result of an exemption to the asset freeze would be tantamount to an illegal transfer of property.

27. Subparagraph 19 (b) provides an exemption to the asset freeze for extraordinary expenses, provided that such determination has been notified by the relevant State or Member States to the Committee and has been approved by the Committee.

6. By its resolution 2009 (2011), the Security Council introduced additional exceptions to the arms embargo and that two of the previously listed entities should no longer be subject to the asset freeze and that the four remaining listed entities should be subject to a partially relaxed asset freeze.
6 - وبموجب القرار 2009 (2011)، أضاف مجلس الأمن استثناءين جديدين يسريان على إجراءات حظر الأسلحة، وقرر إنهاء تجميد الأصول العائدة لكيانين كانا مدرجين سابقا ضمن الكيانات الخاضعة لذلك الإجراء، كما قرر أن يخفف جزئيا إجراءات تجميد الأصول المفروضة على الكيانات الأربعة المتبقية على القائمة.

By resolution 2009 (2011), the Security Council introduced additional exceptions to the arms embargo and removed two listed entities subject to the asset freeze, while allowing the four remaining listed entities to be subjected to a partial asset freeze.
وبموجب القرار 2009 (2011)، أدخل المجلس استثناءات إضافية لحظر توريد الأسلحة، ورفع تجميد الأصول عن كيانين اثنين، مع السماح بإخضاع الكيانات الأربعة المتبقية المدرجة في القائمة لتجميد جزئي للأصول.
