242. The very principle of recourse to the competent organ of an international organization for a ruling on the acceptance of a reservation made regarding its constituent instrument was severely criticized at the 1969 Vienna Conference, in particular by the Soviet Union, which said that:
242 - وحتى مبدأ اللجوء إلى الجهاز المختص في المنظمة الدولية للبت في قبول تحفظ أبدي على وثيقتها المنشئة تعرض هو نفسه لانتقادات شديدة أثناء مؤتمر فيينا لعام 1969، ولا سيما على لسان الاتحاد السوفياتي الذي كان يرى أنه:

57. Article 11, paragraph 4 (d), of the statute provides that when a report concerns only one organization, the report and comments thereon of the executive head shall be transmitted to the competent organ of that organization not later than three months after the receipt of the report for consideration at the next meeting of the competent organ.
