15. A seminar of States which are not parties to the Covenants should be organized and held with a view to comprehensively examining the obstacles to ratification of the Covenants and looking for ways of surmounting them.

Its main focus was on stressing how important it was that States should accede to the Covenants and the two Optional Protocols and apply their provisions.
ويهدف مشروع القرار بصفة أساسية إلى التأكيد على أنه يتعين على الدول التي انضمت إلى العهدين وإلى البروتوكولين الاختياريين أن تطبق أحكامه.
