3. The Advisory Committee notes that the content of the performance report under consideration adheres to the Committee's earlier recommendation that the performance report to be submitted in the first year of the biennium should be confined solely to the necessary impact of inflation, variation in rates of exchange and decisions of policymaking organs the implementation of which cannot be deferred to the following biennium.
