Under the principle of non-refoulement set out in article 33 of the 1951 Convention, all people granted refugee status must be protected from expulsion or return in any manner whatsoever to the frontiers of territories where their life or freedom would be threatened on account of one or more of the grounds referred to in the definition of a refugee.

" 1. No Contracting State shall expel or return (`refouler') a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened on account of his race, religion, nationality, membership of a particular social group or political opinion.
" 1- لا يجوز لأي دولة متعاقدة أن تطرد لاجئاً أو ترده بأي صورة من الصور إلى حدود الأقاليم التي تكون حياته أو حريته مهددتين فيها بسبب عرقه أو دينه أو جنسيته أو انتمائه إلى فئة اجتماعية معينة أو بسبب آرائه السياسية.

This principle, embodied in Article 33 of the 1951 Convention, prohibits the expulsion and return of refugees in any manner whatsoever to the frontiers of territories where their lives or freedom may be threatened on account of their race, religion, nationality, membership of a particular social group or political opinion.

The recipient States have an obligation to grant refugee status to journalists who meet the criteria stipulated in article 1A of the 1951 Convention relating to the Status of Refugees, not to expel or return them to the frontiers of territories where their life or freedom would be threatened, and to ensure that journalists in exile enjoy their rights.

As a high contracting party to the Convention relating to the Status of Refugees, moreover, it was bound by the nonrefoulement principle in that it was prohibited to expel or return a refugee in any manner whatsoever to the frontiers of territories where his or her life or freedom would be threatened on account of his or her race, religion, nationality, membership of a particular social group or political opinion.

31. Moreover, the principle of non-refoulement according to article 33 of the 1951 Geneva Convention may be connected to freedom of religion or belief, since no Contracting State shall expel or return ( " refouler " ) a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened on account of his religion.

As to the second group of `dangerous persons' , they comprise only cases of a final judicial decision in particularly serious crimes: in such cases, instead of punishment in the usual manner, expulsion may be ordered, if necessary, to the frontiers of the country where the life or freedom of the refugee may be threatened.
أما فيما يتعلق بالمجموعة الثانية من " الأشخاص الخطرين " ، فهي لا تشمل سوى حالات صدور قرار قضائي نهائي بشأن جرائم شديدة الخطورة: ففي هذه الحالات، بدلا من العقوبة بالطريقة المعتادة، قد يؤمر، عند الاقتضاء، بالطرد إلى حدود البلد الذي قد تكون فيه حياة أو حرية اللاجئ مهددة.

The Convention relating to the Status of Refugees adopted in Geneva on 28 July 1951 says that the Contracting States may not " expel or return ( " refouler " ) a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened " (art. 31, para. 1).
فالاتفاقية الخاصة بوضع اللاجئين، المعتمدة بجنيف في 28 تموز/يوليه 1951، تحظر على الأطراف المتعاقدة إعادة مواطن أجنبي قسرا أو طرده ' ' بأي صورة من الصور إلى حدود الأقاليم التي تكون حياته [أو حريته] مهددتين``.

In particular, it would entail a breach of the Geneva Convention on the Legal Status of Refugees " if he is a refugee and is returned in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened on account of his race, nationality, membership of a particular social group or political opinion " .
وعلى وجه الخصوص، يمكن أن يشكل ذلك خرقا لاتفاقية جنيف المتعلقة بالمركز القانوني للاجئين ' ' إذا كان الأجنبي لاجئا وأعيد بأي طريق كان إلى حدود الأراضي التي يتهدد الخطر فيها حياته أو حريته بسبب أصله العرقي أو دينه أو جنسيته أو انتمائه إلى فئة اجتماعية معينة أو بسبب رأيه السياسي " .

20. According to those human rights provisions, no asylum seeker or refugee is to be expelled or returned (refoulé) in any manner whatsoever to the frontiers of territories where his or her life or freedom or the right to be free from torture or other cruel, inhuman or degrading treatment or punishment would be threatened.
20 - ووفقا لأحكام حقوق الإنسان المذكورة، لا يجوز طرد أي ملتمس للجوء أو لاجئ أو إعادته (قسرا) بأي طريقة كانت إلى حدود أقاليم ستتعرض فيها للخطر حياته أو حريته أو حقه في عدم التعرض للتعذيب أو غيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

The UNHCR Executive Committee has further specified that interception measures should not result in asylum-seekers and refugees being denied access to international protection or result in those in need of international protection being returned, directly or indirectly, to the frontiers of territories where their life or freedom would be threatened.
وبيّنت اللجنة التنفيذية لمفوضية اللاجئين أيضاً أن إجراءات اعتراض السفن ينبغي ألا تفضي إلى حرمان ملتمسي اللجوء واللاجئين من الحصول على الحماية الدولية وألا تفضي إلى إعادة الذين هم في حاجة إلى الحماية الدولية، بطريقة مباشرة أو غير مباشرة، إلى حدود البلدان التي تكون فيها حياتهم وحريتهم مهددة().
