In the light of recommendation 284, made by CEDAW in 2002 in its concluding observations and recommendations to the Government of Ukraine, that the Government should strengthen the existing national machinery for the advancement of women, a number of regulatory instruments and organizational measures were introduced during the reporting period to create the conditions for the formulation and implementation of gender-related legislation.

At the same meeting, the Committee also decided to request the Chairman to send a letter to the Government of Ukraine informing it that the Committee had considered on a preliminary basis the request submitted by the Research and Support of Indigenous Peoples of Crimea Foundation, asking the Committee to act under its early warning and urgent action procedures on the situation of the Tatars in Crimea.

In this context the Special Rapporteur sent three urgent appeals to the Government of Ukraine for the following persons, who were reportedly facing imminent execution after their appeal for clemency had been turned down by the President of Ukraine: Vitaly Gumenyuk (24 April 1996), Aleksey Vedmedenko (17 July 1996) and Sergey Tekuchev (18 July 1996).

It must therefore be noted that the recommendation made to the Government of Ukraine by CEDAW that it should implement " temporary special measures ... in order to realize women's right to participation in all areas of public life and, particularly, at high levels of decision-making " was not acted upon, despite the efforts made both by the State and by civil society.
ولذلك ينبغي الإشارة إلى أن التوصية الصادرة إلى حكومة أوكرانيا من اتفاقية القضاء على جميع أشكال التمييز ضد المرأة كي تنفذ " تدابير خاصة مؤقتة ... بهدف إعمال حق المرأة في المشاركة في كافة مجالات الحياة العامة، وبصفة خاصة، في المستويات العليا لصنع القرار " لم يُعمل بها رغم الجهود التي بذلها كل من الدولة والمجتمع المدني.
