٥٩ - أوصت لجنة المؤتمرات الجمعية العامة بألا تمنح الجمعية استثناء من قاعدة المقر إلا على أساس جدول مؤتمرات واجتماعات اﻷمم المتحدة الذي أوصت اللجنة الجمعية باعتماده.

The Commission is therefore of the view that the exception to the headquarters rule authorized by the General Assembly since the inception of the Commission in 1975 should continue to be granted in the future, and recommends to the General Assembly to authorize it to accept invitations from participating organizations to hold a session or sessions at their headquarters in years when more than one session is held.
ولهذا ترى اللجنة أنه ينبغي الاستمرار في منح الاستثناء لقاعدة الاجتماع في المقر الذي لا تزال الجمعية العامة تأذن به منذ ابتداء اللجنة عام ١٩٧٥ في المستقبل، وتوصي الجمعية العامة بأن تأذن لها بقبول دعوات من منظمات مشاركة لعقد دورة أو دورات في مقارها في السنوات التي يُعقد فيها أكثر من دورة.

٩ - تدعو جميع هيئاتها الفرعية المأذون لها بالاجتماع خارج مقارها الدائمة إلى أن تبقي الاستثناء من قاعدة المقر محل إعادة نظر في ضوء الحالة الراهنة ﻷعمالها، وأن تقدم تقريرا عن أي تغيرات إلى الجمعية العامة عن طريق لجنة المؤتمرات؛

8. Invites all its subsidiary bodies that are authorized to meet away from their established headquarters to review, in the interest of improved efficiency and cost-effectiveness, the exception to the headquarters rule in the light of the current situation of their work, and to make recommendations thereon, through the Committee on Conferences, to the General Assembly at its fifty-second session;
٨ - تدعـو جميـع هيئاتها الفرعية المأذون لها بالاجتماع خارج مقارها الدائمة أن تستعرض، لغرض تحسين الكفاءة والفعالية من حيث التكلفة، الاستثناء من قاعدة المقر في ضوء الحالة الراهنة لعملها، وأن تقدم إلى الجمعية العامة في دورتها الثانية والخمسين، عن طريق لجنة المؤتمرات توصيات في هذا الصدد؛

60. The Committee further recommended that the Assembly invite all its subsidiary bodies that were authorized to meet away from their established headquarters to keep under review the exception to the headquarters rule in the light of the current situation of their work, and to report any changes to the Assembly through the Committee on Conferences.
٠٦ - وأوصت اللجنة كذلك بأن تدعو الجمعية جميع هيئاتها الفرعية المأذون لها بالاجتماع خارج مقارها الدائمة بأن تبقي الاستثناء من قاعدة المقر قيد الاستعراض في ضوء الحالة الراهنة لعملها، وأن تبلغ الجمعية العامة، عن طريق لجنة المؤتمرات، بأي تغييرات تطرأ على ذلك.

However, although that practice was well known according to the Fund (in fact, the General Assembly has always had seats on the Pension Board and its Standing Committee), resolution 40/243 made no reference to the Pension Board, its Standing Committee or the Committee of Actuaries in the list of designated exceptions to the headquarters rule.
ومع أن هذه الممارسة كانت معروفة جيدا للصندوق )الواقع أن الجمعية العامة ظلت تشغل دائما مقاعد في مجلس المعاشات التقاعدية وفي لجنته الدائمة(، لا يشير القرار ٤٠/٢٤٣ إلى مجلس المعاشات التقاعدية أو إلى لجنته الدائمة أو إلى لجنة الاكتواريين في قائمة الاستثناءات الموضوعة لقاعدة الاجتماع في المقر.

The Committee recommended to the General Assembly that the Assembly should grant waivers to the headquarters rule solely on the basis of a recommendation of the Committee.
