١٧١- وثمة عامل يسهم في هذا الوضع، وهو أن غرفة الانضباط التابعة لمجلس القضاء اﻷعلى كانت تسوي منازعات الاختصاص القضائي بين المحاكم الجنائية العسكرية والعادية بإحالة قضايا انتهاكات حقوق اﻹنسان من طرف أفراد الجيش إلى المحاكم العسكرية.
