Thirdly, the assurances are not universal but are restricted only to the non-nuclear-weapon States Parties to the NPT. This is inconsistent with the United Nations Charter, which provides for unconditional and comprehensive security assurances to all States, individually by Member States or collectively through action by the Security Council.

The issue of security assurances given by the nuclear Powers to the non-nuclear-weapon States is, for my delegation, an important one:
