93- وأُعربت بعض الوفود عن رأي مؤداه أن المقصود من البروتوكول المقبل هو مجرد معالجة المسألة المتميزة والهامة المتمثلة في تمويل الأنشطة الفضائية التجارية وليس المساس بحقوق والتزامات الأطراف في معاهدات الفضاء الخارجي أو حقوق والتزامات الدول الأعضاء في الاتحاد الدولي للاتصالات بمقتضى دستوره واتفاقيته ولوائحه.

Emphasis should be put on: preventing the testing, deployment and use of weapons of mass destruction, especially in orbit around the Earth and celestial bodies other than the Moon and in outer space; protecting objects in outer space from the use, or the threat of use, of force from Earth; and universal accession to the outer space treaties.
وينبغي التأكيد على منع اختبار ووزع واستعمال أسلحة الدمار الشامل، وبخاصة في المدارات حول الأرض والأجرام السماوية خلاف القمر، وفي الفضاء الخارجي؛ وعلى حماية الأجسام الموجودة في الفضاء الخارجي من استخدام القوة من الأرض أو التهديد باستخدامها؛ وعلى الانضمام العالمي إلى معاهدات الفضاء الخارجي.

The Committee noted the role played by intergovernmental organizations in providing platforms for strengthening the legal framework applicable to space activities and invited those organizations to consider taking steps to encourage their members to adhere to the outer space treaties.
182- ونوّهت اللجنة بالدور الذي تنهض به المنظمات الحكومية الدولية في توفير منابر لتعزيز الإطار القانوني المنطبق على الأنشطة الفضائية، ودعت تلك المنظمات إلى النظر في اتخاذ خطوات لتشجيع أعضائها على الانضمام إلى معاهدات الفضاء الخارجي.

The view was expressed that the work of the Legal Subcommittee should be centred on striving towards universal adherence to the outer space treaties, consolidating the implementation of those treaties and strengthening capacity-building in space law, and that decisions in the Subcommittee should be taken by consensus.
290- وأُعرب عن رأي مفاده أنَّ عمل اللجنة الفرعية القانونية ينبغي أن يتمحور حول السعي الجاد إلى تحقيق انضمام جميع الدول إلى معاهدات الفضاء الخارجي وتعزيز تنفيذ تلك المعاهدات وتدعيم بناء القدرات في مجال قانون الفضاء، وأن قرارات اللجنة الفرعية ينبغي أن تُتخذ بتوافق الآراء.

The Subcommittee was of the view that the activities of international intergovernmental and non-governmental organizations relating to space law had contributed much to the development of the field. International intergovernmental organizations had an important role to play in the strengthening of the legal framework applicable to space activities and should consider taking steps to encourage their members to adhere to the outer space treaties.
51- ورأت اللجنة الفرعية أن أنشطة المنظمات الحكومية الدولية وغير الحكومية ذات الصلة بقانون الفضاء قد أسهمت كثيراً في تطوير هذا الميدان، وأن للمنظمات الحكومية الدولية دوراً هاماً في تدعيم الإطار القانوني المنطبق على الأنشطة الفضائية، وأنه ينبغي لها أن تنظر في اتخاذ خطوات لتشجيع أعضائها على الانضمام إلى معاهدات الفضاء الخارجي.
