Such a system was essential given the need to protect persons providing information to the SPT and personal data obtained by the SPT, which could place individuals at serious risk, as well as to comply with the obligation to keep confidential all information and observations regarding a State party which has been visited.

The English translations of the annual reports for submission to the SPT have been funded by the ministry; thanks to this support, the latest annual report has been available in English since September 2013.

In addition, the NPM should widely disseminate its Annual Reports, and transmit them to the SPT in accordance with Article 23 of the Optional Protocol.

2. 99. According to the information given to the SPT by detainees at the police stations visited, none of those concerned had made a complaint about ill-treatment or torture during their time in custody, either because they did not know they had the right to do so, or because they were afraid of possible reprisals.
99- طبقاً للمعلومات التي قدمها إلى اللجنة الفرعية الأشخاص المحتجزون في مراكز الشرطة التي جرت زيارتها، لم يتقدم أي من الأشخاص المعنيين بشكوى بخصوص تعرضهم لإساءة المعاملة أو التعذيب أثناء احتجازهم، إما لأنهم لم تكن لديهم معرفة بأن لهم الحق في ذلك وإما لأنهم كانوا يخشون التعرض لأعمال انتقامية محتملة.

All working documents prepared or other documents received in advance of the session by the Secretariat shall be transmitted forthwith to the SPT (including in electronic form if available and appropriate, taking into account the requirements for confidentiality) in the original language of the document, and as soon as possible thereafter in translation in the other working languages of the SPT.
وتُحال كافة وثائق العمل المعدّة أو الوثائق الأخرى التي تتلقاها الأمانة قبل انعقاد الدورة إلى اللجنة الفرعية على الفور (بما يشمل الشكل الإلكتروني إن كان متاحاً ومناسباً، مع مراعاة متطلبات السرية) باللغة الأصلية للوثيقة وترجمتها إلى لغات العمل الأخرى للجنة الفرعية في أقرب وقت ممكن.

In this regard the SPT notes that the official list of police stations provided to the SPT included Zogbodomey (Commissariat de police de localité); the delegation was informed however by local law enforcement officials that such a police station has never existed.
