4. Appeals to all Governments to step up their efforts to eradicate illiteracy and to direct education towards the full development of the human personality and to the strengthening of respect for all human rights and fundamental freedoms;
٤ - تناشد جميع الحكومات زيادة جهودها من أجل محو اﻷمية وتوجيه التعليم نحو التنمية الكاملة لشخصية اﻹنسان وتعزيز احترام حقوق اﻹنسان والحريات اﻷساسية كافة؛

Reaffirming, in this regard, that education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms and shall promote understanding, tolerance and friendship among all nations, racial or religious groups and further the activities of the United Nations for the maintenance of peace,
